Abstract

Workload analysis is used to calculate the number of employee or position holder needs based on a number of work targets that must be completed in a certain time unit. Sultan Ageng Tirtayasa University is a state university located in Banten Province. The General Bureau of Finance and Personnel of Untirta is experiencing an excessive workload due to a shortage of employees. This can reduce employee performance. In addition, in 2020 there will be structural reforms & positions at Untirta due to the Regulation of the Minister of State Apparatus Empowerment and Bureaucratic Reform of the Republic of Indonesia Number 1 of 2020 Concerning Guidelines for Job Analysis and Workload Analysis which contains main tasks and placement of employees must also be adjusted accordingly. these regulations. Based on this, this study aims to determine the results of workload identification and the proposed optimal number of employees in each field at BUKK. Therefore, researchers calculated the optimal number of employee needs based on job analysis and workload calculations. Full Time Equivalent is a workload analysis method that is carried out by comparing the job completion time and available work time. From the calculation results, the BMN Assets sector and the Household sector are identified as normal/fit so that they do not require adding or reducing employees. Meanwhile, the fields of Finance and Personnel were identified as being overloaded, so it was proposed to add 2 and 3 employees respectively. Keywords: ABK, FTE, normal/fit, overload/overwork

Additional Information: Analisis beban kerja digunakan untuk menghitung jumlah kebutuhan pegawai atau pemangku jabatan berdasarkan sejumlah target pekerjaan yang harus diselesaikan pada satuan waktu tertentu. Universitas Sultan Ageng Tirtayasa adalah perguruan tinggi negeri yang terdapat di Provinsi Banten. Biro Umum Keuangan dan Kepegawaian Untirta mengalami beban kerja yang berlebih dikarenakan kekurangan jumlah karyawan. Hal tersebut dapat menurunkan kinerja karyawan. Selain itu, Pada tahun 2020 terjadi reformasi struktural & jabatan di Untirta yang dikarenakan adanya Peraturan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Republik Indonesia Nomor 1 Tahun 2020 Tentang Pedoman Analisis Jabatan dan Analisis Beban Kerja yang memuat tugas pokok dan penempatan pegawai juga harus disesuaikan dengan adanya peraturan tersebut. Berdasarkan hal tersebut, penelitian ini bertujuan mengetahui hasil identifikasi beban kerja dan usulan jumlah karyawan optimal pada setiap bidang di BUKK. Oleh karena itu, peneliti melakukan perhitungan jumlah optimal kebutuhan karyawan yang berdasarkan pada analisis jabatan dan perhitungan beban kerja. Full Time Equivalent merupakan metode analisis beban kerja yang dilakukan dengan membandingkan waktu penyelesaian pekerjaan dan waktu kerja yang tersedia. Dari hasil perhitungan, bidang Aset BMN dan bidang Rumah Tangga teridentifikasi normal/fit sehingga tidak memerlukan penambahan ataupun pengurangan karyawan. Sedangkan bidang Keuangan dan Kepegawaian teridentifikasi overload/kelebihan beban kerja, sehingga diusulkan penambahan karyawan masing masing sebanyak 2 dan 3 karyawan.
