Abstract
This study aims to determine the effectiveness of Satpol PP in Controlling Street Vendors in the Maulana Yusuf Stadium Area, Serang City. In this study the researchers chose to use descriptive analysis techniques with a qualitative approach using the Prosperous theory (2013: 7) which includes Accuracy in Determining Time, Determination in Carrying Out Orders, Determination in Determining Goals and Determination in Measurement. Data collection techniques used are interviews, observation and documentation. The results of this study indicate that the effectiveness of Satpol PP in controlling street vendors in the Maulana Yusuf Stadium area, Serang City is less effective. This is due to several obstacles in the implementation of controlling street vendors in the Maulana Yusuf Stadium area, Serang City. First, the human resources for the implementation of the control in the Maulana Yusuf Stadium area of Serang city are not fully adequate. Routine patrols, coordination with other regional apparatus organizations, are carried out if there are complaints from the public, regional apparatus organizations that have regional authority and direct orders from government leaders. Satpol PP is faced with constraints of limited funds, personal limitations and limited facilities. From some of these obstacles resulted in indicators of the effectiveness of accuracy in objectives not running optimally. Implementation of control is only done when there is an event or certain events. The suggestions that the researchers put forward in the form of suggestions and input are the need for the city government to provide more adequate facilities and infrastructure. To the relevant regional apparatus organizations that oversee the area to maximize coordination with Satpol PP.

| Additional Information: | Penelitian ini bertujuan untuk mengetahui efektivitas Satpol PP dalam Penertiban Pedagang Kaki Lima di Kawasan Stadion Maulana Yusuf Kota Serang. Dalam penelitian ini peneliti memilih menggunakan teknik deskriptif analisis dengan pendekatan kualitatif menggunakan teori Makmur (2013 : 7) yang meliputi Ketepatan Penentuan Waktu, Ketetapan Dalam Melakukan Perintah, Ketetapan Dalam Menentukan Tujuan dan Ketetapan Dalam Pengukuran. Teknik pengumpulan data yang digunakan yaitu wawancara, observasi dan dokumentasi. Hasil penelitian ini menunjukkan bahwa Efektivitas Satpol PP Dalam Penertiban Pedagang Kaki Lima di Kawasan Stadion Maulana Yusuf Kota Serang kurang efektif. Hal tersebut dikarenakan beberapa kendala dalam pelaksanaan penertiban pedagang kaki lima di kawasan Stadion Maulana Yusuf Kota Serang. Pertama, Sumber daya manusia untuk pelaksanaan penertiban yang ada di kawasan Stadion Maulana Yusuf kota Serang ini belum sepenuhnya memadai. Rutinitas patroli, koordinasi dengan organisasi perangkat daerah lain, dilakukan jika ada aduan masyarakat, organisasi perangkat daerah yang memiliki kewenangan wilayah serta perintah langsung dari pimpinan pemerintahan. Satpol PP dihadapkan pada hambatan keterbatasan dana, keterbatasan personal dan keterbatasan sarana. Dari beberapa hambatan tersebut mengakibatkan indikator efektivitas ketepatan dalam tujuan tidak berjalan dengan maksimal. Pelaksanaan penertiban hanya dilakukan ketika ada acara atau event tertentu. Saran yang peneliti utarakan dalam bentuk saran dan masukan adalah perlunya agar Pemerintah kota menyediakan sarana dan prasarana yang lebih memadai. Kepada para organisasi perangkat daerah terkait yang menaungi wilayah tersebut untuk memaksimalkan koordinasi dengan Satpol PP. | |||||||||
