Abstract
Alleviation of poverty is a policy and program of the government and local government which is one of the manifestations of the welfare state. Based on the Regional Regulation of the City of Serang Number 3 of 2011 concerning Poverty Alleviation in overcoming the poor, it is necessary for the authority of the Serang City Social Service regarding services and fulfillment of the basic rights of the poor in Serang City. As for the identification of the problem, how is the implementation of the authority of the Serang City Social Service in overcoming the urban poor in Serang City based on Serang City Regional Regulation Number 3 of 2011 concerning Poverty Alleviation? and, What are the obstacles in implementing poverty alleviation as a form of service and fulfillment of the basic rights of the poor in Serang City?. The theory used is the theory of authority and welfare theory. The method used in this research is empirical juridical with data analysis through a qualitative approach using primary data in the form of interviews with Serang City Social Service Officials in the Handling of the Poor and secondary data. The research results obtained are the authority of the Serang City Social Service in overcoming the urban poor as a form of service and fulfillment of the basic rights of the poor based on Article 10 of Serang City Regional Regulation No. 3 of 2011 has been implemented properly. This is evidenced by the issuance of poverty alleviation programs, namely the social assistance program RS-RTLH and KUBE FM. Constraints in implementing these authorities make obstacles in improving the welfare of the poor in Serang City based on welfare theory in implementing welfare issues that make society an important factor, these constraints include limited resources and human resources, inadequate information technology systems, large number of duplicate data and low public awareness. The conclusion is that the Serang City Social Service has made efforts to overcome the urban poor through the social assistance programs of the RTLH Hospital and KUBE FM as well as social assistance programs from the central government with the BPNT and PKH social assistance programs. His suggestion is that the Regional Government of Serang City should revise related regional regulations in this case concerning the definition of poor and poverty.

| Additional Information: | Penanggulangan fakir miskin adalah kebijakan dan program pemerintah dan pemerintah daerah yang merupakan salah satu perwujudan welfare state. Berdasarkan Peraturan Daerah Kota Serang Nomor 3 Tahun 2011 tentang Penanggulangan Kemiskinan dalam penanggulangan fakir miskin diperlukan atas kewenangan Dinas Sosial Kota Serang mengenai pelayanan dan pemenuhan hak- hak dasar masyarakat miskin di Kota Serang. Adapun indetifikasi masalahnya, Bagaimana pelaksanaan kewenangan Dinas Sosial Kota Serang dalam mengatasi fakir miskin perkotaan di Kota Serang berdasarkan Peraturan Daerah Kota Serang Nomor 3 Tahun 2011 tentang Penanggulangan Kemiskinan? dan, Apa yang menjadi kendala dalam pelaksanaan penanggulangan fakir miskin sebagai wujud pelayanan dan pemenuhan hak-hak dasar masyarakat miskin di Kota Serang?. Teori yang digunakan yaitu, teori kewenangan dan teori kesejahteraan. Metode yang digunakan dalam penelitian ini yuridis empiris dengan analitis data melalui pendekatan kualitatif menggunakan data primer berupa wawancara kepada Pejabat Dinas Sosial Kota Serang pada Bidang Penanganan Fakir Miskin dan data sekunder. Hasil penelitian yang didapat adalah kewenganan Dinas Sosial Kota Serang dalam mengatasi fakir miskin perkotaan sebagai wujud pelayanan dan pemenuhan hak-hak dasar masyarakat miskin berdasarkan Pasal 10 Peraturan Daerah Kota Serang Nomor 3 Tahun 2011 telah terlaksana dengan baik. Hal tersebut dibuktikan dengan dikeluarkannya program penanggulangan fakir miskin yaitu program bantuan sosial RS-RTLH dan KUBE FM. Kendala dalam pelaksanaan kewenangan tersebut menjadikan penghambat dalam peningkatan kesejahteraan fakir miskin di Kota Serang berdasarkan teori kesejahteraan dalam mengimplementasikan permasalahan kesejahteraan yang menjadikan masyarakat sebagai faktor penting, kendala tersebut seperti, keterbatasan sumber daya dan sumber daya manusia, belum memadainya sistem teknologi informasi, banyaknya data ganda dan rendahnya kesadaran masyarakat. Kesimpulannya yaitu Dinas Sosial Kota Serang telah melakukan upaya untuk mengatasi fakir miskin perkotaan melalui program bantuan sosial RS RTLH dan KUBE FM serta program bantuan sosial dari pemerintah pusat dengan program bantuan sosial BPNT dan PKH. Sarannya bahwa Pemerintah Daerah Kota Serang seharusnya merevisi terkait peraturan daerah dalam hal ini meyangkut tentang definisi fakir miskin dan kemiskinan. | |||||||||
