Abstract
Preservation of Cultural Conservation has great potential in advancing national culture for the greatest prosperity of the people. Serang City Regional Regulation Number 6 of 2021 Concerning the Preservation of Cultural Heritage is one of the regulations that is used as a reference in the Preservation of Cultural Heritage Rumah Tahanan Kelas IIB. The Regional Government of Serang City in implementing the Preservation of Cultural Heritage Rumah Tahanan Kelas IIB cannot be said to be perfect because in its preservation, there are still Cultural Heritage buildings that have suffered damage due to the age factor of the cultural heritage buildings. Identification of the problem is as follows, the first What is the Authority of the Regional Government of Serang City in Preserving Rumah Tahanan Kelas IIB as a Cultural Heritage Building based on Regional Regulation of the City of Serang Number 6 of 2021 concerning Preservation of Cultural Heritage and What are the Obstacles to the Regional Government of Serang City in Preserving Rumah Tahanan Kelas IIB as a Cultural Heritage Building based on Serang City Regional Regulation Number 6 of 2021 concerning Preservation of Cultural Heritage. The theory used is the Authority Theory and the Cultural Heritage Preservation Theory. The research method is empirical juridical. The research specifications are analytical descriptive. The data source is primary data supported by secondary data. Data collection techniques are interviews and documents related to research. The data were obtained and analyzed descriptively using a qualitative approach. The results of the research, The Education and Culture Office of the City of Serang obtains its legal authority through a delegation. In carrying out its preservation, the efforts made by the Education and Culture Office of the City of Serang in preserving Cultural Heritage Rumah Tahanan Kelas IIB are Protection Efforts, Development Efforts, Utilization Efforts. There are several obstacles such as conservation experts who do not exist in Serang City and insufficient funding. Conclusion The conservation of Rumah Tahanan Kelas IIB is running effectively but it is not optimal because of the lack of communication and cooperation with all interested parties in the conservation of Rumah Tahanan Kelas IIB. Suggestions from the Office of Education and Culture of Serang City in carrying out the Preservation of Rumah Tahanan Kelas IIB must really carry out the duties that have become their responsibility in carrying out the Preservation of Cultural Heritage Rumah Tahanan Kelas IIB..

| Additional Information: | Pelestarian Cagar Budaya berpotensi besar dalam memajukan kebudayaan nasional untuk sebesar besarnya kemakmuran rakyat. Peraturan Daerah Kota Serang Nomor 6 Tahun 2021 Tentang Pelestarian Cagar Budaya merupakan salah satu regulasi yang menjadi acuan dalam Pelestarian Cagar Budaya Rumah Tahanan Kelas IIB. Pemerintah Daerah Kota Serang dalam pelaksanaan Pelestarian Cagar Budaya Rumah Tahanan Kelas IIB belum dapat dikatakan sempurna dikarnakan dalam pelestariannya, masih terdapat bangunan Cagar Budaya yang mengalami kerusakan akibat faktor usia bangunan cagar budaya tersebut. Identifikasi masalahnya sebagai berikut, yang pertama Bagaimana Kewenangan Pemerintah Daerah Kota Serang dalam Pelestarian Rumah Tahanan Kelas IIB Sebagai Bangunan Cagar Budaya berdasarkan Peraturan Daerah Kota Serang Nomor 6 Tahun 2021 tentang Pelestarian Cagar Budaya dan Bagaimana Kendala Pemerintah Daerah Kota Serang dalam Pelestarian Rumah Tahanan Kelas IIB Sebagai Bangunan Cagar Budaya berdasarkan Peraturan Daerah Kota Serang Nomor 6 Tahun 2021 tentang Pelestarian Cagar Budaya. Teori yang digunakan yaitu Teori Kewenangan dan Teori Pelestarian Cagar Budaya. Metode Penelitian yaitu yuridis empiris. Spesifikasi penelitian yaitu deskriptif analitis. Sumber data yaitu data primer yang ditunjang oleh data sekunder. Teknik pengumpulan data adalah wawancara dan dokumen yang terkait dengan penelitian. Data diperoleh dan dianalisis secara deskriptif dengan metode pendekatan kualitatif. Hasil penelitian, Dinas pendidikan dan kebudayaan Kota Serang memperoleh wewenangnya secara hukum melalui delegasi. Dalam melakukan Pelestariannya upaya yang dilakukan Dinas pendidikan dan kebudayaan Kota Serang dalam pelestarian Cagar Budaya Rumah Tahanan Kelas IIB Kota Serang adalah Upaya Perlindungan, Upaya Pengembangan, Upaya Pemanfaatan. Adapun beberapa kendala seperti Tenaga ahli pelestarian yang tidak ada di Kota Serang dan Pendanaan yang tidak mencukupi. Kesimpulan Pelestarian Rumah Tahanan Kelas IIB Kota Serang berjalan efektif namun kurang maksimal karna kurang nya komunikasi dan kerja sama kepada setiap pihak yang berkepentingan dalam Pelestarian Rumah Tahanan Kelas IIB Kota Serang. Saran Dinas Pendidikan dan Kebudayaan Kota Serang dalam melaksanakan Pelestarian cagar budaya Rumah Tahanan Kelas IIB Kota Serang harus sungguh - sungguh melaksanakan tugas yang telah menjadi tanggung jawabnya dalam melakukan Pelestarian terhadap Cagar Budaya Rumah Tahanan Kelas IIB Kota Serang. | |||||||||
