Abstract
Paguyuban Kang Nong Kota Serang which is an organization under the auspices of the Department of Tourism, Youth and Sports of Serang City which has an important role in introducing tourism potential as an effort to advance tourism but has not carried out its role optimally. Based on this background, the identification of problems in this thesis is obtained. First, how to develop the Department of Tourism, Youth and Sports in the promotion of Serang City Tourism towards the Kang Nong Association of Serang City. Second, what is the role of the Kang Nong Association in Serang City in carrying out tourism promotion in Serang City. The theory used in this research is the theory of authority and the theory of development law. The method using research based on this data is empirical juridical. with the specification of descriptive analytical research. The data used in this study are primary legal materials, secondary legal materials supported by primary data in the form of interviews with relevant agencies, namely the Tourism, Youth and Sports Office of the City of Serang which were analyzed descriptively qualitatively. The results of this study indicate that first, the role of the Disparpora in fostering the Kang Nong Association of Serang City with one form of coaching is through the Kang Nong Election of Serang City which is held annually. Second, Kang Nong Kota Serang in carrying out its role as a tourism promoter in an area certainly needs to know the direction to move where in making a contribution the tourism ambassador has a good impact on tourism marketing activities and development.

Bedasarkan latar belakang tersebut didapatkan identifikasi masalah dalam skripsi ini. Pertama, Bagaimana Pembinaan Dinas Pariwisata, Kepemudaan Dan Olahraga dalam promosi Pariwisata Kota Serang terhadap Paguyuban Kang Nong Kota Serang. Kedua, Bagaimana Peran Paguyuban Kang Nong Kota Serang dalam menjalankan promosi pariwisata di Kota Serang. Adapaun teori yang digunakan dalam penelitian ini yaitu teori kewenangan dan teori hukum pembangunan. Metode dengan menggunakan penelitian berdasarkan data ini adalah yuridis empiris. dengan spesifikasi penelitian deskriptif analitis. Data yang digunakan dalam penelitian ini yaitu bahan hukum primer, bahan hukum sekunder yang ditunjang dengan data primer berupa wawancara dengan pihak intansi yang terkait yaitu Dinas Pariwisata, Kepemudaan dan Olahraga Kota Serang yang dianalisis secara deskriptif kualitatif. Hasil penelitian ini menujukan bahwa pertama, peran disparpora dalam pembinaan terhadap paguyuban kang nong kota serang dengan Bentuk pembinaan salah satunya melalui kegiatan Pemilihan Kang Nong Kota Serang yang diselenggarakan tiap tahunnya. Kedua, Kang Nong Kota Serang dalam melaksanakan perannya sebagai promotor pariwisata disuatu daerah tentu perlu mengetahui arah untuk bergerak dimana dalam melakukan kontribusi duta wisata memiliki dampak yang baik untuk kegiatan dan pembangunan pemasaran kepariwisataan. | |||||||||
