Abstract
This study aims to analyze the effectiveness and efficiency of public sector development financing in North Sumatra Province. This study aims: 1) To determine the effectiveness and efficiency of PAD in the economic development of North Sumatra. 2) To determine the efficiency of balancing funds in the economic development of North Sumatra Province. 3) To find out the efficiency of other legal income in the economic development of North Sumatra. This type of research is quantitative descriptive research. This study uses regional financial ratio analysis methods and nonparametric methodsData Analysis Envelopment (DEA) Assuming Variable Return to Scale (VRS) output oriented. Based on an analysis of the efficiency level of regional financial performance in regencies and cities in North Sumatra province using ratio analysis, the efficiency of regional financial management in regencies and cities in North Sumatra province own-source income in regencies and cities in North Sumatra province is at a ratio of 97.17%. for 2018, 125.33% for 2019, and decreased in 2020 to 84.71%. On average, the tendency for the effectiveness of Regency and City PAD in North Sumatra Province from 2018-2020 is 101.07% which is in the very effective category. In 2018 there are 7 districts/cities that get a score of 100%. Regions In 2019, only 2 cities/regencies got a score of 100%. In 2020 there are 8 cities/regencies that get a score of 100%. During 2018-2020 only Medan City has survived to get a score of 100%. This means that most areas in Sumatra Province have not achieved optimal efficiency based on DEA measurements.

| Additional Information: | Penelitian ini bertujuan untuk menganalisis efektivitas dan efisiensi pembiayaan pembangunan sector publik di Provinsi Sumatera Utara. Penelitian ini bertujuan: 1) Untuk mengetahui efektivitas dan efisiensi PAD dalam pembangunan ekonomi sumatera utara. 2) Untuk mengetahui efisiensi dana perimbangan dalam pembangunan ekonomi Provinsi Sumatera Utara. 3) Untuk mengetahui efisiensi lain-lain pendapatan yang sah dalam pembangunan ekonomi sumatera utara. Jenis penelitian ini adalah penelitian deskriptif kuantitatif. Penelitian ini menggunakan metode analisis rasio keuangan daerah dan metode non parametrik Data Analysis Envelopment (DEA) dengan asumsi Variabel Return to Scale (VRS) berorientasi output. Berdasarkan analisis tingkat efisiensi kinerja keuangan daerah pada Kabupaten dan Kota di Provinsi Sumatera Utara menggunakan analisis rasio, Efisiensi pengelolaan keuangan daerah pada Kabupaten dan Kota di Provinsi Sumatera Utara Pendapatan Asli Daerah pada Kabupaten dan Kota di Provinsi Sumatera Utara, berada pada rasio 97,17% untuk tahun 2018, 125,33% untuk tahun 2019, dan semakin menurun di tahun 2020 menjadi 84,71%. Secara rata-rata, kecenderungan efektivitas PAD Kabupaten dan Kota di Provinsi Sumatera Utara dari tahun 2018-2020 sebesar 101,07% yang berada pada kategori sangat efektif. Pada tahun 2018 daerah yang mendapatkan nilai 100% terdapat 7 Kab/Kota. Daerah Pada tahun 2019 daerah yang mendapatkan nilai 100% hanya 2 Kota/Kab saja. Pada tahun 2020 daerah yang mendapatkan nilai 100% sebanyak 8 Kota/Kab, Selama 2018-2020 hanya Kota Medan yang bertahan memperoleh nilai 100%. Artinya Sebagian besar daerah di Provinsi Sumatera belum mencapai efisensi optimal berdasarkan pengukuran DEA. | |||||||||
