Abstract
Regional governments in providing public services have been regulated in Article 344 Paragraph (1) of Law Number 23 of 2014, one form of public service carried out by the government for the community is fulfilling the needs of quality public services and having an orientation towards service effectiveness to the community. needed. As for the identification of the problem, how is the effectiveness of the electronic-based public service system to improve village administration services in Talagasari Village based on the Tangerang Regency Regional Regulation Number 6 of 2020 concerning the Implementation of SPBE, then what are the inhibiting factors for implementing an electronic-based public service system in Talagasari Village. The theory used is the theory of Legal Effectiveness and Public Service. The research method is Juridical Empirical. Research specifications namely Descriptive Analysis. Data sources, namely primary data supported by secondary data. Data collection techniques are library research, field research, and interviews. Data were obtained and analyzed descriptively with qualitative methods. The results of research on the effectiveness of electronic-based public service systems to improve village administration services in Talagasri Village, based on the Regional Regulation of Tangerang Regency Article 2 regarding the implementation of SPBE Implementation of Electronic-Based Public Services in Talagasri Village have not been effective. The results of this study stated that after the application of the concept of e-government in the public service process by the Talagasri Village government, it became quite optimal. The inhibiting factor in the Implementation of the Electronic-Based Public Service System in Talagasari Village is that the village website is still being updated so that it cannot be accessed while the update is being carried out. The conclusion is that Talagasari Village has implemented Regional Regulation of Tangerang Regency Number 6 of 2020 and currently the Talagasari Village government continues to evaluate the existing problems so that the implementation of electronic-based public services in Talagasari Village can be realized properly.

Adapun identifikasi masalahnya, Bagaimana efektivitas sistem layanan publik berbasis elektronik guna meningkatkan pelayanan administrasi desa di Desa Talagasari berdasarkan Perda Kabupaten Tangerang Nomor 6 Tahun 2020 Tentang Penyelenggaraan SPBE, kemudian Apa yang menjadi faktor penghambat pelaksanaan sistem layanan publik berbasis elektronik Di Desa Talagasari. Teori yang digunakan yaitu teori Efektivitas Hukum dan Pelayanan Publik. Metode Penelitian yaitu Yuridis Empiris. Spesifikasi Penelitian yaitu Deskriptif Analisits. Sumber Data yaitu data primer yang ditunjang oleh data sekunder. Teknik Pengumpulan Data adalah Penelitian Kepustakaan, Penelitian Lapangan, dan Wawancara. Data diperoleh dan dianalisis secara deskriptif dengan metode kualitatif. Hasil penelitian dalam efektivitas sistem layanan publik berbasis elektronik guna meningkatkan pelayanan administrasi desa di Desa Talagasri, berdasarkan Perda Kabupaten Tangerang Pasal 2 terkait penyelenggaraan SPBE Penerapan Pelayanan Publik Berbasis Elektronik di Desa Talagasri belum efektif. Hasil penelitian tersebut menyatakan setelah adanya penerapan konsep e-government dalam proses pelayanan publik oleh pemerintah Desa Talagasri menjadi cukup maksimal. Faktor penghambat dalam Pelaksanaan Sistem Layanan Publik Berbasis Elektronik di Desa Talagasari yaitu, masih terus dilakukannya pembaharuan website desa sehingga tidak bisa di akses selama sedang dilakukannya pembaharuaan tersebut. Kesimpulannya adalah Desa Talagasari telah menerapkan Perda Kabupaten Tangerang Nomor 6 Tahun 2020 dan saat ini pemerintah Desa Talagasri terus melakukan evaluasi terkait dengan permasalahan yang ada agar penerapan pelayanan publik berbasis elektronik di Desa Talagasari dapat terealisasi dengan baik. | |||||||||
