Abstract

The impact of the Covid-19 pandemic is not only on health, but also at the economic level of the community. To deal with the pandemic, the government has formed the Committee for Handling Covid-19 and National Economic Recovery (KPC-PEN). Along with efforts to deal with the pandemic, the government has also issued many policies to encourage national economic recovery but this is certainly not enough to carry out economic recovery in every region. Therefore, appropriate government policies are needed for each region to encourage regional economic recovery by encouraging MSMEs to continue to play an active role in carrying out recovery in each region. The Tangerang city government itself is committed to helping micro, small and medium enterprises (MSMEs) in the midst of a pandemic, where the Tangerang City government initiated the Tangerang BISA Program. However, in its implementation there were various findings regarding the negative views of the community in the implementation of the Tangerang BISA Program. This research was conducted in Tangerang City with the aim of knowing the views of the community or Tangerang City MSMEs on the Effectiveness of the Tangerang BISA Program in Helping the MSMEs Economy in 2021. This research method is quantitative. The population in this study are MSMEs actors who receive the Tangerang BISA Program in 2021 with a vulnerable age of 17 to 41 years and over, totaling 7.416 people. Sampling was carried out using a combination of two methods, namely proportional sampling and then followed by multistage random sampling. Data collection was carried out by collecting supporting data from the village and distributing questionnaires. The results of this study indicate that the Effectiveness of the Tangerang BISA Program has a significant influence on the MSME economy in Tangerang City in 2021 as indicated by the R Square coefficient of 0.538, which means that the effectiveness of the Tangerang CAN program in helping the MSMEs economy is 53,87% while 46,13% influenced by other variables. The t test also shows that each variable shows good and significant results for the MSME economy in Tangerang City.

Additional Information:	Pandemi covid-19 dampaknya tidak hanya terjadi pada kesehatan, tetapi juga pada tingkat perekonomian masyarakat. Untuk menangani pandemi, pemerintah telah membentuk Komite Penanganan Covid-19 dan Pemulihan Ekonomi Nasional (KPC-PEN). Seiring dengan upaya penganan pandemi, pemerintah juga telah banyak mengeluarkan kebijakan untuk medorong pemulihan ekonomi nasional tetapi hal tersebut tentunya belum cukup untuk melakukan pemulihan ekonomi di setiap daerah. Maka dari itu dibutuhkan kebijakan pemerintah yang tepat untuk disetiap daerah untuk mendorong pemulihan ekonomi daerah dengan cara mendokrak UMKM untuk terus berperan aktif dalam melakukan pemulihan di setiap daerah. Pemerintah kota Tangerang sendiri berkomitmen membantu para pelaku usaha mikro, kecil, dan menengah (UMKM) di tengah datangnya pandemic, dimana pemerintah Kota Tangerang mengagas Program Tangerang BISA. Namun dalam pelaksanaanya terdapat berbagai temuan mengenai pandangan negatif masyarakat dalam pelaksanaan Program Tangerang BISA. Penelitian ini dilakukan di Kota Tangerang dengan tujuan untuk mengetahui pandangan masyarakat atau para pelaku UMKM Kota Tangerang terhadap Efektivitas Program Tangerang BISA Dalam Membantu Perekonomian UMKM Tahun 2021. Metode penelitian ini adalah kuantitatif. Populasi dalam penelitian ini adalah para pelaku UMKM yang menerima Program Tangerang BISA tahun 2021 dengan rentan umur 17 tahun s/d 41 tahun keatas yang berjumlah 7.416 orang. Pengambilan sampel dilakukan dengan metode kombinasi dari dua metode yakni proportional sampling lalu dilanjutkan dengan multistage random sampling. Pengumpulan data dilakukan dengan mengumpulkan data pendukung dari kelurahan serta penyebaran angket. Hasil penelitian ini menunjukan bahwa Efektivitas Program Tangerang BISA memiliki pengaruh yang singnifikan terhadap perekonomian UMKM di Kota Tangerang tahun 2021 yang ditunjukan oleh nilai koefisen R Square sebesar 0.538 artinya hal ini menunjukan bahwa efektivitas program Tangerang BISA dalam membantu perekonomian UMKM sebesar 53,87% sedangkan 46,13% di pengaruhi variabel lain. Dalam uji t juga menunjukan bahwa masing-masing variabel menunjukan hasil yang baik dan signifikan terhadap perekonomian UMKM di Kota Tangerang.
