Abstract
The act of taking over the diplomatic building by the United States against the Russian diplomatic building in the aftermath of various accusations from the United States to Russia, ranging from espionage, human rights violations, cyber-attacks, and other things that caused the United States to take the decision to take over the Russian diplomatic building. located in Maryland, Brookville, San Francisco, and Seattle. Identification of the problem in this study is, What is the act of taking over the diplomatic building in the 1961 Vienna convention on diplomatic relations? What are the consequences of taking over Russia's diplomatic buildings in the United States? This study uses State Responsibility Theory and the Extraterritorial Jurisdiction Principle. The method used in this research is the normative juridical method, namely research that uses secondary data sources, with descriptive analytical research specifications, and data collection techniques are carried out by means of literature studies which are analyzed qualitatively by describing or describing the subject or research object. The results of this study indicate that diplomatic buildings which are included in the extraterritorial jurisdiction of the sending State which are then taken over by the receiving State are not justified according to the 1961 Vienna Convention on Diplomatic Relations, but rather the takeover of buildings by a state friendly to the sending state or a neutral state who is willing in the event of a severance of relations. between sending and receiving countries. Second. The takeover of Russia's diplomatic building by the United States resulted in the destruction of diplomatic relations between the two countries and made negotiations on diplomatic missions less effective. America, which was reluctant to take responsibility for its actions, made relations between the two countries have reached their lowest point since the cold war era. Basically this shows the importance of continuing dialogue and the potential for improving relations through summits and participation in G20 meetings. Additional embassy staff and maintaining communication can also contribute to better relations between the two countries, as evidenced by the agreements made between the two countries after their heads of state met.

| Additional Information: | Tindakan pengambilalihan gedung diplomatik yang dilakukan oleh Amerika Serikat terhadap gedung diplomatik Rusia sebagai buntut dari berbagai macam tuduhan Amerika Serikat ke Rusia, Mulai dari Spionase, Pelanggaran HAM, Serangan Siber, dan hal lainnya yang menyebabkan Amerika Serikat mengambil keputusan untuk mengambil-alih gedung diplomatik Rusia yang berada di Maryland, Brookville, San Francisco dan Seattle. Identifikasi masalah pada penelitian ini adalah, Apakah tindakan pengambilalihan gedung diplomatik dalam konvensi Wina 1961 tentang hubungan diplomatik? Apakah akibat dari pengambilalihan gedung diplomatik Rusia di Amerika Serikat? Penelitian ini menggunakan Teori Pertanggungjawaban Negara dan Asas Yurisdiksi Extrateritorial. Metode yang digunakan dalam penelitian ini yaitu metode yuridis normatif, yaitu penelitian yang menggunakan sumber data sekunder, dengan spesifikasi penelitian deskriptif analitis, serta Teknik pengumpulan data dilakukan dengan studi kepustakaan yang dianalisis secara analisis kualitatif dengan cara menggambarakan atau memaparkan subjek atau objek penelitian. Hasil dari penelitian ini yang pertama, menunjukkan bahwa gedung diplomatik yang termasuk ke dalam wilayah yurisdiksi ekstrateritorial Negara pengirim yang kemudian diambil alih oleh negara penerima tidak dibenarkan menurut Konvensi Wina 1961 tentang Hubungan Diplomatik melainkan Pengambilalihan gedung oleh Negara yang bersahabat dengan negara pengirim atau negara netral yang bersedia saat terjadi putusnya hubungan antar Negara pengirim dan penerima. Kedua Pengambilalihan gedung diplomatik Rusia oleh Amerika Serikat mengakibatkan rusaknya hubungan diplomatik kedua negara dan membuat negosiasi dalam misi diplomatik menjadi kurang efektif, Amerika yang enggan bertanggung jawab atas perbuatannya membuat hubungan kedua negara telah sampai pada titik terendah sejak era perang dingin. Pada dasarnya hal ini menunjukan bahwa pentingnya melanjutkan dialog dan potensi peningkatan hubungan melalui KTT dan partisipasi dalam pertemuan G20. Penambahan staf kedutaan dan menjaga komunikasi juga dapat berkontribusi pada hubungan yang lebih baik antara kedua negara, sebagaimana dibuktikan dengan kesepakatan yang dibuat antara kedua negara setelah kepala negara mereka bertemu. | |||||||||
