Abstract
The purpose of this research is to answer all the questions that have been identified as problems that must be looked for and the purpose of this research is to find out the role of the Regional Government of Pandeglang Regency in promoting UMKM during the Covid-19 Pandemic. This theory uses communication theory in organizational life according to Effendy which consists of internal and external communication which forms the role of the Public Relations and protocol division of the Regional Secretariat of Pandeglang Regency in promoting UMKM during the co-19 pandemic. This research method uses descriptive qualitative as a means to try to make sense of something events or incidents by interacting with the people around in the situation or phenomenon by using source triangulation and member checking techniques. The results of this study indicate that the communication that exists between public relations and the Regional Secretariat of Pandeglang Regency is very good. In the communication patterns of all channels it is explained that the public relations and protocolers here interact with each other before the incoming information is disseminated to the Regional Secretariat and UMKM. Public Relations Public Relations and protocols of the Regional Secretariat of Pandeglang Regency have performed their role as communication facilitators well. In carrying out its role as a Public Relations and protocol facilitator, the Regional Secretariat of Pandeglang Regency has conveyed information through digital media to internal and external audiences, because the role of the facilitator is a practitioner who facilitates or bridges between various parties.

| Additional Information: | Tujuan dari penelitian ini untuk menjawab semua pertanyaan yang telah di identifikasi sebagai masalah yang harus dicari dan tujuan dari penelitian in yaitu untuk mengetahui peran Pemerintah Daerah Kabupaten Pandeglang dalam mempromosikan UMKM pada masa Pandemi Covid-19. Teori ini menggunakan teori komunikasi dalam kehidupan organisasi menurut Effendy yang terdiri dari komunikasi internal dan eksternal yang membentuk peran divisi Humas dan protokoler Seketariat Daerah Kabupaten Pandeglang dalam mempromosikan UMKM pada masa pandemi covid – 19. Metode penelitian ini menggunakan deskriptif kualitatif sebagai sarana untuk mencoba memaknai suatu kejadian atau peristiwa dengan cara berinteraksi dengan orang-orang sekitar dalam situasi atau fenomena tersebut dengan menggunakan teknik triangulasi sumber dan membercheck. Hasil penelitian ini menunjukkan bahwa komunikasi yang terjalin antara humas dengan Sekretariat Daerah Kabupaten Pandeglang saangat baik. Di pola komunikasi semua saluran di jelaskan bahwa humas dan protokeler disini saling berinteraksi sebelum informasi yang masuk disebarluaskan kepada Sekretariat Daerah dan UMKM. Humas Humas dan protokoler Sekretariat Daerah Kabupaten Pandeglang sudah melakukan peranan sebagai fasilitator komunikasi dengan baik. Dalam melakukan perannya sebagai fasilitator Humas dan protokoler Sekretariat Daerah Kabupaten Pandeglang sudah menyampaikan informasi melalui media digital kepada khalayak internal maupun eksternal, karena peran fasilitator merupakan praktisi yang memfasilitasi atau menjembatani antara berbagai macam pihak. | |||||||||
