Abstract

Mental disorder is one of the public health problems in the city of Bekasi, and is also a social problem. The rise of people with mental disorders are homeless which can be found around the city of Bekasi, there is a need for rehabilitation efforts by the government, rehabilitation efforts are one of the most important things as efforts given to people with mental disorders, to restore a person's psyche, social rehabilitation efforts are carried out in social institutions belonging to the government, regional government or private sector as well as the Bekasi City Social Service, have an obligation to provide rehabilitation efforts for people with mental disorders in accordance with some of the problems that the authors found in the field. This study aims to describe the role of the Bekasi City Social Service in rehabilitation efforts, to describe how the Bekasi City Social Service carries out rehabilitation efforts in accordance with Bekasi City Regional Regulation Number 06 of 2008 and to describe the obstacles the Bekasi City Social Service has in efforts to rehabilitate People with Mental Disorders . In this study the authors used a descriptive method with a qualitative approach, using interviews, observation and documentation. This research resulted in the first three conclusions of the Role of the Social Service in Efforts to Rehabilitate People with Mental Disorders facilitating patients by helping to provide referrals to hospitals and to rehabilitation institutions or foundations and also providing guidance and counseling through social workers to deal with social welfare issues. the second Social Service for Bekasi City in Carrying out Rehabilitation Efforts In accordance with Bekasi City Regional Regulation Number 06 of 2008 Duties of the Social Service And the third is Obstacles for the Bekasi City Social Service in Carrying out Rehabilitation Efforts for People with Mental Disorders having limited places to accommodate patients with mental disorders after being evacuated by the Social Service, so the solution taken by the Bekasi City Social Service in dealing with this problem is to bring the patient home layovers, as well as a lack of human resources in dealing with people with mental disorders requiring special expertise or professional staff, as well as inadequate facilities and infrastructure

Additional Information:	Gangguan jiwa merupakan salah satu permasalahan kesehatan masyarakat yang ada di kota Bekasi, dan juga merupakan salah satu permasalahan sosial. Maraknya orang dengan gangguan jiwa menggelandang yang banyak ditemukan di sekitar kota Bekasi, perlu adanya upaya rehabilitasi oleh pemerintah, upaya rehabilitasi salah satu hal terpenting sebagai upaya yang di berikan kepada orang dengan gangguan jiwa, untuk memulihkan kejiwaan seseorang, upaya rehabiitasi sosial di laksanakan dipanti sosial milik pemerintah, pemerintah daerah atau suasta begitu pula dengan Dinas Sosial kota Bekasi, memiliki kewajiban untuk memberikan upaya rehabilitasi kepada orang dengan gangguan jiwa sesuai dengan beberapa permasalahan yang penulis temukan di lapangan. Penelitian ini bertujuan untuk mendeskripsikan peran Dinas Sosial Kota Bekasi dalam upaya rehabilitasi, untuk mendeskripsikan bagaimana Dinas Sosial Kota Bekasi dalam menjalankan upaya rehabilitasi sesuai dengan Peraturan Daerah Kota Bekasi Nomor 06 Tahun 2008 dan untuk mendeskripsikan hambatan Dinas Sosial Kota Bekasi dalam upaya rehabilitasi Orang Dengan Gangguan Jiwa. Dalam penelitian ini penulis menggunakan metode deskriptif dengan pendekatan kualitatif, dengan menggunakan metode wawancara, observasi dan dokumentasi. Penelitian ini menghasilkan tiga kesimpulan pertama Peran Dinas Sosial Dalam Upaya Rehabilitasai Orang Dengan Gangguan Jiwa memfasilitasi pasien dengan membantu memberi rujukan kepada rumah sakit dan kepada panti rehabilitasi atau yayasan dan juga memberikan bimbingan dan penyuluhan melalui pekerja sosial untuk menangani masalah kesejahteraan sosial. yang ke dua Sosial Kota Bekasi Dalam Menjalankan Upaya Rehabilitasi Sesuai Dengan Peraturan Daerah Kota Bekasi Nomor 06 Tahun 2008 dan yang ke tiga Hambatan Dinas Sosial Kota Bekasi Dalam Menjalankan Upaya Rehabilitasi Orang Dengan Gangguan Jiwa memiliki keterbatasan tempat untuk menampung pasien dengan gangguan jiwa setelah dievakuasi oleh Dinas Sosial,sehingga solusi yang dilakukan Dinas Sosial Kota Bekasi dalam menangani permasalahan tersebut adalah dengan membawa pasien ke rumah singgah, dan juga kurangnya sdm
