Implementation of the Facilitation Program for Micro, Small and Medium Enterprises (MSMEs) and Technology Service Posts in the Urban Village of Pabean, Cilegon City. Departement of Public Administration, Faculty of Social and Political Science at The University of Sultan Ageng Tirtayasa, Serang 2023. 1st Advisor Hj. Rahmawati, M.Si and 2nd Advisor Dr. Arenawati, M.Si. There are several problems in the Facilitation Program for Micro, Small and Medium Enterprises (MSMEs) and Technology Service Posts in the Urban Village of Pabean, Cilegon City, including: low understanding of the Tasks, Principles and Functions of Regulations regarding facilitation programs of the MSMEs and Technology Service Posts in the Urban Village of Pabean, causing the condition of available human resources to be not qualified in implementing the program. The available facilities and infrastructure are still lacking, hindering the program implementation process. Weak control and supervision efforts carried out by the Cilegon City Office of Cooperatives and the MSMEs have resulted in supervision of assistants and Technology Service Posts at the Urban Village level not working as it should. The socialization program has not been carried out optimally so that the community does not know about the existence of the program. The attitude of the implementers Facilitation Program of the MSMEs and Technology Service Posts in the Urban Village of Pabean is still unresponsive. The purpose of this study was to find out how Facilitation Program of the MSMEs and Technology Service Posts was implemented in the Urban Village of Pabean, Cilegon City. The theory uses implementation theory from Van Metter and Van Horn, consisting of aspects of size and policy goals, resources, characteristics of executing agents, attitudes or plans of executors, communication between organizations and executors of activities and the external environment. The research method used is descriptive qualitative which aims to provide an overview of data analysis techniques from Miles and Huberman. The results of this research show that the implementation Facilitation Programs of the MSMEs and Technology Service Posts in the Urban Village of Pabean has not run optimally because the lack of available budget makes the socialization process uneven and the facilities and infrastructure supporting the program are limited. Suggestions for agencies to be able to socialize the MSMEs Facilitation Program and Technology Service Posts to remote areas in each village. Terdapat beberapa masalah dalam Program Faslitasi UMKM dan Posyantek Di Kelurahan Pabean Kota Cilegon antara lain : rendahnya pemahaman Tugas, Pokok dan Fungsi Peraturan tentang program faslilitasi UMKM dan posyantek Di Kelurahan Pabean sehingga menyebabkan kondisi sumber daya manusia yang tersedia tidak berkualitas dalam melaksanakan program. Sarana dan prasarana yang tersedia masih kurang sehingga menghambat proses implementasi Program. Masih lemahnya upaya pengendalian dan pengawasan yang dilakukan oleh Dinas Koperasi dan UMK Kota Cilegon sehingga menyebabkan pengawasan terhadap pendamping maupun Posyantek tingkat Kelurahan yang tidak berjalan sebagaimana mestinya. Sosialisasi Program belum dilakukann secara optimal sehingga menyebabkan masyarakat tidak mengetahui keberadaaan Program. Sikap pelaksana Program Fasilitasi UMKM dan Posyantek Di Kelurahan Pabean masih kurang responsive. Tujuan penelitian ini untuk mengetahui bagaimana pelaksanaan Program Fasilitasi UMKM dan Posyantek Di Kelurahan Pabean Kota Cilegon. Teori yang digunakan teori implementasi dari Van Metter dan Van Horn, terdiri dari aspek ukuran dan tujuan kebijakan, sumberdaya, karasteristik agen pelaksana, sikap atau kecenderungan para pelaksana, komunikasi antar organisas dan aktivitas pelaksana dan lingkungan eksternal. Metode penelitian yang digunakan adalah kualitatif deskriptif bertujuan untuk memberikan gambaran teknik analisis data dari Miles dan Huberman. Hasil dari penelitian ini Implementasi Program Fasilitasi UMKM dan Poyantek Di Kelurahann Pabean Kota Cilegon belum berjalan secara optimal karena minimnya angaran yang tersedia membuat proses sosialisasi menjadi tidak merata serta sarana dan prasarana penunjang program terbatas. Saran kepada instansi agar dapat melakukan sosialisasi tentang Program Fasilitasi UMKM dan Posyantek ke pelosok-pelosok daerah ditiap kelurahan.
