Abstract
Regional Regulation No. 13 of 2011 concerning parking fees in Serang City contains a parking system including in the Old Banten area. The parking system in Old Banten always has obstacles in its implementation. This study aims to determine the success of the Implementation of Regional Regulation No. 13 of 2011 concerning Regional Retribution in the City of Serang. The method used in this research is descriptive method with a qualitative approach. This study uses an analysis of the theory of public policy implementation according to Merille S. Grindle, which includes: 1) Content of Policy and 2) Context of policy. The results of the study show that the implementation of Regional Regulation Number 13 of 2011 has not been carried out proportionally by the related implementers so that the PAD from parking fees in the Old Banten area has not been maximized. The suggestion from the researcher is that there is an update from regional regulation no. 13 of 2011 concerning parking fees for the City of Serang; it is necessary to evaluate the executors of the implementation of this policy; it is necessary to increase the comfort that leads to visitor satisfaction; it is necessary to have a firm time or it is necessary to schedule the deposit of said income funds; it is necessary to consider a special budget for official parking attendants owned by the Department of Transportation so that from a financial point of view they can be assisted by having a steady income; Need to maximize the use of parking lots at existing KPW terminals; There is a need to control illegal parking with cooperation between the Serang City Transportation Service and the owners of illegal parking lots; There is a need for electronic parking to make it more efficient in knowing the number of vehicles parked in the official parking lot owned by the Transportation Agency.

| Additional Information: | Peraturan Daerah No. 13 Tahun 2011 tentang retribusi parkir di Kota Serang memuat sistem parkir termasuk di kawasan Banten Lama. Sistem parkir di Banten Lama selalu memiliki hambatan dalam pengimplementasianya. Penelitian ini bertujuan untuk mengetahui keberhasilan Implementasi Peraturan Daerah Nomor 13 Tahun 2011 tentang Retribusi Daerah Kota Serang. Metode yang digunakan dalam penelitian ini adalah metode deskriptif dengan pendekatan kualitatif. Penelitian ini menggunakan analisa teori implementasi kebijakan publik menurut Merille S. Grindle, yang meliputi: 1) Content Of Policy dan 2) Context of policy. Hasil penelitian menunjukan bahwa implementasi Peraturan Daerah Nomor 13 Tahun 2011 belum secara proporsional dijalankan oleh para implementator terkait sehingga PAD dari retribusi parkir di kawasan Banten Lama belum maksimal. Adapun saran dari peneliti adalah adanya pembaruan dari peraturan daerah no 13 tahun 2011 tentang retribusi parkir Kota Serang; perlu adanya evaluasi bagi pelaksana implementasi kebijakan ini; perlu adanya peningkatan kenyamanan yang mengarah pada kepuasan pengunjung; perlu adanya ketegasan waktu atau perlu penjadwalan penyetoran dana pendapatan tersebut; perlu adanya pertimbangan mengenai anggaran khusus untuk juru parkir resmi milik Dinas Perhubungan sehingga dari segi finansial mereka dapat terbantu dengan memiliki pendapatan yang tetap; Perlu memaksimalkan penggunaan lahan parkir pada terminal KPW yang telah ada; Perlu adanya penertiban parkir liar dengan adaanya kerjasama antara Dinas Perhubungan Kota Serang dengan pemilik lahan parkir liar; Perlu adanya parkir elektronik agar lebih efesien untuk mengetahui jumlah kendaann yang parkir di lahan parkir resmi milik Dishub. | ||||||
