Abstract

Implementasi Undang-Undang Nomor 33 Tahun 2014 Tentang Jaminan Produk Halal (Studi Penyelenggaraan Jaminan Produk Halal di Provinsi Banten) dalam pelaksanaannya ditemukan beberapa permasalahan. Pemohon sertifikasi Halal dengan jalur self declare melalui program SEHATI (Sertifikat Halal Gratis) yang masih sedikit. Penyelenggaraan jaminan produk Halal masih bersifat sentralisasi. Pengetahuan masyarakat yang belum cukup mengenai produk Halal. Biaya sertifikasi Halal dengan jalur reguler yang cukup mahal dan berpengaruh terhadap jumlah pendaftar sertifikasi Halal. Penelitian ini bertujuan mengetahui dan menganalisis bagaimana Implementasi Undang-Undang Nomor 33 Tahun 2014 Tentang Jaminan Produk Halal (Studi Pada Penyelenggaraan Jaminan Produk Halal di Provinsi Banten). Metode penelitian yang digunakan yaitu kualitatif. Hasil penelitian dengan menggunakan pendekatan model implementasi kebijakan Edward III menunjukan bahwa Implementasi Undang-Undang Nomor 33 Tahun 2014 Tentang Jaminan Produk Halal (Studi Pada Penyelenggaraan Jaminan Produk Halal di Provinsi Banten) masih belum berjalan dengan baik. Kampanye dan sosialisasi kebijakan mandatori halal pada Oktober 2024 belum dilakukan secara rutin. Pelaku usaha kesulitan dalam menemukan bahan baku halal di pasar. Jumlah anggota Satgas Halal di Provinsi Banten yang belum mencukupi, Terdapat perubahan kebijakan terkait penyelenggaraan jaminan produk halal melalui Undang-Undang Nomor 6 Tahun 2003 Tentang Penetapan Perpu Nomor 2 Tahun 2022 Tentang Cipta Kerja. Berlakunya tarif layanan Badan Layanan Umum BPJPH cukup memberatkan bagi pelaku usaha kecil. Prosedur pendaftaran Sertifikat Halal yang cukup panjang dan rumit. Peneliti menyampaikan beberapa saran dan rekomendasi antara lain Membangun sinergi dan kolaborasi semua stakeholder. Sosialisasi jaminan produk halal kepada UMKM di Provinsi Banten melalui pameran halal di setiap Kabupaten/Kota. Meningkatkan kemampuan staf BPJPH, LPH, dan MUI dalam kegiatan pemasaran. Menyiapkan digitalisasi layanan BPJPH.

The research method used is qualitative. The results of the study using the Edward III policy implementation model approach show that the implementation of Law Number 33 of 2014 concerning Halal Product Guarantees (Study on the Implementation of Halal Product Guarantees in Banten Province) is still not going well. Campaigns and dissemination of mandatory halal policies in October 2024 have not been carried out routinely. Business actors have difficulty finding halal raw materials in the market. Insufficient number of members of the Halal Task Force in Banten Province. There has been a change in policy related to the implementation of halal product guarantees through Law Number 6 of 2003 concerning the Stipulation of Perpu Number 2 of 2022 concerning Job Creation. BPJPH rates are quite expensive for small business actors. The Halal Certificate registration procedure is quite long and complicated. The researcher submit several suggestions and recommendations, including building synergy and collaboration of all stakeholders. Dissemination of halal product guarantees to UMKM in Banten Province through halal exhibitions in each Regency/City. Increase the ability of BPJPH, LPH, and MUI staff in marketing activities. Preparing for digitalization of BPJPH services.
