Abstract
The RUTILAHU Surgery Program (Rumah Tidak Layak Huni) is PT Indah Kiat Pulp and Paper Serang's flagship program which aims to help the people of Serang Regency, especially Kragilan District, with the need for shelter (houses) where there are still many houses that are not suitable for habitation. Therefore, it is necessary to conduct an evaluation to find out whether the communication that has been built is good or not and to find out whether the Corporate Social responsibility program is running in accordance with the targets and objectives can be done through a Communication Audit. The purpose of this study is to determine the implementation of the RUTILAHU Surgery CSR program in terms of program planning, program implementation and program outcomes. This research uses a qualitative approach with an evaluative research type using Linking a public relations with an evaluation model consisting of input, output and outcome. The results of the research at the input stage, the concept of all activities has been well planned from the start of planning to the stage of determining the budget; at the output stage, it is fairly smooth, this can be seen from the achievement of the expected goals even though obstacles were found such as the absence of education to keep the building clean; and at the outcome stage it was found that the big goals and expected results had been achieved, although until now residents still expect other programs such as employment..

| Additional Information: | Program Bedah RUTILAHU (Rumah Tidak Layak Huni) adalah program unggulan PT Indah Kiat Pulp and Paper Serang yang bertujuan untuk membantu masyarakat Kabupaten Serang khususnya Kecamatan Kragilan akan kebutuhan papan (rumah) dimana masih banyak sekali rumah yang sudah tidak layak huni. Oleh karena itu, perlu dilakukan evaluasi untuk mengetahui apakah komunikasi yang dibangun sudah baik atau belum serta mengetahui apakah program Corporate Social responsibility sudah berjalan sesuai dengan target dan tujuan dapat dilakukan melalui Audit Komunikasi. Tujuan penelitian ini adalah untuk mengetahui pelaksanaan program CSR Bedah RUTILAHU ditinjau dari perencanaan program, pelaksanaan program dan hasil akhir program. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian evaluatif dengan menggunakan Linking a public relations with an evaluation model yang terdiri dari input, output dan outcome. Hasil dari penelitian pada tahap input, konsep seluruh kegiatannya telah terencana dengan baik dari mulai perencanaan sampai pada tahap penentuan anggaran; pada tahap output, terbilang cukup lancar, hal ini terlihat dari tercapainya tujuan yang diharapkan meskipun ditemukan kendala seperti tidak adanya edukasi untuk menjaga kebersihan bangunan; dan pada tahap outcome ditemukan bahwa tujuan besar dan hasil yang diharapkan telah tercapai, meskipun hingga saat ini warga masih mengharapkan program-program lain seperti lapangan pekerjaan.
