Abstract

Every citizen has the right and obligation to pay fees in order to finance the provision of public services needed by the community. Since January 1, 2001, Indonesia has implemented a decentralization era that requires regions to have the ability to find their own sources of funding to finance development expenditures and governance. Local governments need to strive to continuously increase the Regional Original Revenue (PAD). The optimization of fee management at Muara Angke Port, North Jakarta, aims to maximize fee revenue for the government. In this study, the researcher used a descriptive research method with a qualitative approach, and The theory used is the value orientation mapping theory by Kennon (2009), which consists of four indicators: identification, analysis, mapping, and priority determination. The research results indicate that the optimization of fee management at Muara Angke Port, North Jakarta, has been carried out well in terms of fee collection and enforcement. However, overall fee management at Muara Angke Port, North Jakarta, is not yet optimal due to several issues related to fee collection, such as the issue of illegal levies in the field, limited human resources in fee management, lack of supervision in fee collection, and various obstacles and challenges in both fee policy implementation and fee management. Therefore, closer collaboration among the Muara Angke Port Transportation Office, PT Samudera Sumber Artha (SSA), and the community or visitors is crucial. All parties need to enhance their collaboration in addressing fee-related issues in the management of Muara Angke Port, North Jakarta. With improved collaboration, it is hoped that effective implementation can be achieved. Therefore, the Muara Angke Port Transportation Office, PT Samudera Sumber Artha (SSA), and the community or visitors must strengthen their collaboration to address fee-related issues in the management of Muara Angke Port, North Jakarta.

Additional Information:	Setiap warga negara berhak dan diwajibkan untuk membayar retribusi guna membiayai penyediaan layanan publik yang diperlukan oleh masyarakat. Sejak 1 Januari 2001, di Indonesia mulai diberlakukan era otonomi daerah yang mengharuskan daerah memiliki kemampuan dalam mencari sumber dana sendiri guna membiayai pengeluaran pembangunan dan juga pemerintahan. Pemerintah daerah perlu berupaya untuk terus meningkatkan Pendapatan Asli Daerah (PAD). Optimalisasi pengelolaan retribusi di Pelabuhan Muara Angke Jakarta Utara ini bertujuan untuk memaksimalkan penerimaan retribusi bagi pemerintah. Dalam penelitian ini peneliti menggunakan metode penelitian deskriptif dengan pendekatan kualitatif dan teori yang digunakan adalah teori value orientation mapping oleh Kennon (2009), yang terdiri dari 4 indikator yaitu: identifikasi, analisis, pemetaan dan menentukan prioritas. Hasil penelitian menunjukkan bahwa optimalisasi pengelolaan retribusi di Pelabuhan Muara Angke Jakarta Utara sudah berjalan dengan baik dalam penarikan dan pemungutan retribusi namun secara keseluruhan pengelolaan retribusi di Pelabuhan Muara Angke Jakarta Utara belum optimal dikarenakan masih terdapat beberapa permasalahan yang terjadi dalam penarikan retribusi terkait isu pungutan liar yang ada di lapangan, beberapa faktor yang menyebakan sumber daya manusia yang terbatas dalam pengelolaan retribusi, kurangnya pengawasan dalam penarikan retribusi, hambatan dan tantangan baik dari pelaksanaan kebijakan retribusi maupun pengelolaan retribusi. oleh karena itu, kerja sama yang lebih erat antara Dinas Perhubungan Pelabuhan Muara Angke, PT Samudera Sumber Artha (SSA), dan masyarakat atau pengunjung menjadi hal yang penting. Semua pihak perlu meningkatkan kerja sama mereka dalam menangani masalah-masalah terkait retribusi dalam pengelolaan Pelabuhan Muara Angke Jakarta Utara. Dengan adanya kerja sama yang lebih baik, diharapkan dapat diimplementasikan. Oleh karena itu, Dinas Perhubungan Pelabuhan Muara Angke, PT Samudera Sumber Artha (SSA) dan masyarakat atau pengunjung harus lebih meningkatkan kerja sama untuk menangani permasalahan retribusi dalam pengelolaan retribusi di Pelabuhan Muara Angke Jakarta Utara.
