Kata kunci: Evaluasi, Peraturan Daerah, Terminal Penelitian ini dilatarbelakangi oleh adanya permasalahan terkait Penyelenggaraan Terminal Balaraja yang tidak sesuai dengan Peraturan Daerah Kabupaten Tangerang Nomor 10 Tahun 2007 Tentang Penyelenggaraan Perhubungan, yaitu masih banyaknya angkutan umum yang tidak masuk terminal, terjadinya kemacetan akibat adanya terminal bayangan, serta penerimaan retribusi terminal kurang optimal. Oleh karena itu, peneliti tertarik untuk mengevaluasi peraturan daerah tersebut dengan studi kasus mengenai Penyelenggaraan Terminal Balaraja. Metode yang digunakan dalam penelitian ini adalah metode eksploratif dengan pendekatan kualitatif. Maka dalam pemilihan informan, peneliti menggunakan teknik purposive. Adapun teknik pengumpulan data yang digunakan oleh peneliti adalah wawancara mendalam, observasi dan studi dokumentasi. Hasil penelitian memperlihatkan bahwa kapasitas SDM belum memadai dalam mengelola terminal, tidak strategisnya lokasi terminal, pemanfaatan terminal belum sesuai dengan peruntukkannya, kurang tegasnya pihak Dinas Perhubungan dan UPT Terminal dalam melakukan penertiban, serta timbulnya ketidakteraturan arus angkutan umum. Hal tersebut menunjukkan bahwa dalam pelaksanaan peraturan daerah tersebut dengan studi kasus Penyelenggaraan Terminal Balaraja belum berjalan optimal. Oleh karena itu peneliti merekomendasikan agar pihak Dinas Perhubungan, Komunikasi dan Informatika dan UPT Terminal melakukan penertiban secara tegas terhadap berbagai pelanggaran atas peraturan daerah tersebut.

Keywords: Evaluation, Local Regulation, Terminal This research was motivated by the problems related to Implementation of Terminal Balaraja that does not conform with Local Regulation of Tangerang District Number 10/2007 on the Implementation of Transportation, that there are many public transport does not go in the terminal, congestion by the shadow terminal and receiving terminal retribution less than optimal. Therefore, researchers are interested in evaluating the local regulations with a case study Methods used in this study is exploratory method with qualitative approach. Then in the selection of informants, researchers used purposive technique. The data collection techniques used by the researchers are in-depth interviews, observation and documentation. The results showed that inadequate human resource capacity to manage the terminal, terminal location is not strategic, use terminal is not in accordance with their distribution, less specifically the Department of Transportation and UPT Terminal right the situation, and the occurrence of irregularities current public transport. It shows that the implementation of local regulations with case studies Implementation of the Terminal Balaraja not run optimally. Therefore, the researcher recommends that the Department of Transportation, Communication and Information and UPT Terminal right the situation firmly against various violations of the local regulations. |
