Abstract

The availability of certified paddy seeds at the field level is still limited. The problem can be caused by the inadequate capacity of paddy seed producer farmers so that they cannot meet the needs of certified superior varieties of paddy seeds in large quantities. The purpose of this study was to analyze and examine the effect of internal characteristics and external support on the level of capacity of paddy seed producer farmers and the level of capacity on the ability of farmers to provide certified paddy seeds. Descriptive survey research method with a quantitative approach using a structured questionnaire. The number of samples was determined by stratified proportional sampling method as many as 80 paddy seed producer farmers from 16 Farmer Groups and 3 Farmer Group Associations in Serang Regency. Data analysis using Structural Equation Modeling (SEM). The results showed that the level of capacity of paddy seed producer farmers was in the medium group covering aspects of opportunity identification, planning, behavior (knowledge, skills, attitudes), problem solving, and adaptation. Factors that influence the level of capacity of paddy seed producer farmers are internal characteristics of 0.65 (91.5 percent) from the elements of age, formal education, experience, and access to information and external support of 0,31 (43,7 percent) through coaching by PBT and government support. The equation of the structural model of factors affecting the capacity of paddy seed producer farmers mathematically is: ɳ1=0,65ξ1+0,31ξ2+0,29e with R2=0,71. The meaning of the formula is that the capacity of paddy seed producer farmers is determined by the high level of external support and internal characteristics of 71 percent. The remaining 29 percent is influenced by other factors not included in the model. The ability of paddy seed producer farmers to provide certified seeds is influenced by the level of farmer capacity of 0,99 (99 percent). The ability of farmers to provide certified paddy seeds is structurally formulated as ɳ2=0,99ɳ1-1,07e with R2=1,00. The formula implies that the ability of farmers to provide certified paddy seeds is determined by the level of capacity of the farmers themselves and negatively affect the production aspect and produce paddy seed grade. Tujuan penelitian ini untuk menganalisa dan menguji pengaruh karakteristik internal dan dukungan eksternal terhadap tingkat kapasitas petani produsen benih padi serta tingkat kapasitas terhadap kemampuan petani menyediakan benih padi bersertifikat. Metode penelitian survei yang bersifat deskriptif dengan pendekatan kuantitatif menggunakan kuesioner terstruktur. Jumlah sampel ditentukan dengan metode stratified proporsional sampling sebanyak 80 orang petani produsen benih padi dari 16 Kelompok Tani dan 3 Gabungan Kelompok Tani di Kabupaten Serang. Analisis data menggunakan Structural Equation Modeling (SEM). Hasil penelitian menunjukkan bahwa tingkat kapasitas petani produsen benih padi berada pada kelompok sedang mencakup aspek identifikasi peluang, perencanaan, perilaku (pengetahuan, keterampilan, sikap), pemecahan masalah, dan adaptasi. Faktor yang memengaruhi tingkat kapasitas petani produsen benih padi adalah karakteristik internal sebesar 0,65 (91,5 persen) dari unsur umur, pendidikan formal, pengalaman, dan akses informasi serta dukungan eksternal sebesar 0,31 (43,7 persen) melalui pembinaan oleh PBT dan dukungan pemerintah. Faktor-faktor yang memengaruhi kapasitas petani produsen benih padi secara struktural dapat dirumuskan sebagai berikut: ɳ1=0,65ξ1+0,31ξ2+0,29e dengan R2=0,71. Arti dari rumus tersebut adalah kapasitas petani produsen benih padi ditentukan oleh tingginya dukungan eksternal dan karakteristik internal sebesar 71 persen. Sisanya sebesar 29 persen dipengaruhi oleh faktor lain yang tidak terdapat dalam model. Kemampuan petani produsen benih padi menyediakan benih bersertifikat dipengaruhi oleh tingkat kapasitas petani sebesar 0,99 (99 persen). Kemampuan petani dalam menyediakan benih padi bersertifikat secara struktural dirumuskan ɳ2=0,99ɳ1-1,07e dengan R2=1,00. Rumus tersebut mengandung arti kemampuan petani dalam menyediakan benih padi bersertifikat ditentukan oleh tingkat kapasitas petani itu sendiri dan berpengaruh negatif terhadap aspek produksi dan menghasilkan kelas benih padi.
