Abstract
The upstream petrochemical industry is growing rapidly in Cilegon City, but not the downstream industry. The export level for chemical products reached 4.43 thousand tons as of August 2022 while the import level reached 7.47 thousand tons. The high level of imports for petrochemical products is due to the suppression of upstream industry development, while there is no emphasis on downstream industry development. One of the products with high demand but widely exported are PE and PP products. Indonesia exported 24,528,000 Kg, this caused a limited number of PE and PP derivative products. The high level of exports of polyethylene (PE) and polypropylene (PP) products due to the lack of development of the Small and Medium Industries (IKM) allowed some of the exported products to be re-imported after being processed into finished products, thus disrupting the supply chain system, especially in Cilegon. To overcome this problem, it is necessary to downstream the petrochemical industry for Polyethylene and Polypropylene derivative products using the Porter value chain model as a strategy to understand a company's competitive advantage and the AHP method is used to determine the importance of components in creating an effective and efficient business system in each cluster. The assessment of the clustering of the plastic bag and car bumper industry with the first importance rating is the core actor, the second is market and marketing, the third is supporting institutions and associations, the fourth is supporting industries, the fifth is suppliers and the last is related industries.

| Additional Information: | Industri hulu petrokimia berkembang dengan sangat pesat di Kota Cilegon, tetapi tidak dengan industri hilirnya. Tingkat ekspor untuk produk kimia mencapai 4,43 ribu ton per agustus 2022 sedangkan tingkat impornya mencapai 7,47 ribu ton. Tingginya tingkat impor untuk produk petrokimia disebabkan karena lebih ditekankannya perkembangan untuk industri hulu, sedangkan tidak ada penekanan untuk perkembangan industri hilir. Salah satu produk dengan permintaan tinggi tetapi banyak diekspor adalah produk PE dan PP. Indonesia mengekspor sebanyak 24,528,000 Kg, hal ini menyebabkan terbatasnya produk turunan dari PE dan PP. Tingginya tingkat ekspor produk polyethylene (PE) dan Polypropylene (PP) yang disebabkan kurangnya pengembangan Industri Kecil Menengah (IKM) mengharuskan sebagian produk diekspor kemudian diimpor kembali setelah diolah menjadi produk jadi, sehingga mengganggu sistem rantai pasok khususnya di Cilegon. Untuk mengatasi masalah ini, diperlukan hilirisasi industri petrokimia untuk produk turunan Polyethylene dan Polypropylene menggunakan model rantai nilai Porter sebagai strategi untuk memahami keunggulan kompetitif perusahaan dan Metode AHP digunakan untuk menentukan pentingnya komponen dalam menciptakan sistem bisnis yang efektif dan efisien dalam setiap klaster.
