Abstract

ABSTRACT Article 63 paragraph 1 of the Law of the Republic of Indonesia Number 24 of 2013 Concerning Population Administration, that citizens with permanent residence permits who have reached the age of 17 years, are married or have been married are required to have an KTP-el. Persons with disabilities experience problems with limitations in making KTP-el so that the Dukcapil Service improves the quality of services by providing accessibility for persons with disabilities with Jemput Bola service. As for identifying the problem, how is the effectiveness of Jemput Bola service program in making KTP-el for persons with disabilities at the Cilegon City Population and Civil Registration Office based on Law of the Republic of Indonesia Number 24 of 2013 concerning Amendments to Law Number 23 of 2006 concerning Population Administration? Then what are the obstacles faced by the Cilegon City Population and Civil Registration Service in carrying out Jemput Bola services in making KTP-el for persons with disabilities? The theory used is the theory of legal effectiveness and public service theory. The research method is empirical juridical. The research specification is descriptive analysis. The data source is primary data supported by secondary data. Data collection techniques are interviews and documents related to research. Data obtained and analyzed descriptively with a qualitative approach method. The results of research on Jemput Bola services in making KTP-el for persons with disabilities effective are carried out under attribution authority based on the law, the delegation contained in the Minister of Home Affairs Regulation and the Decree of the Head of the Cilegon City Dukcapil Service, accompanied by a mandate letter signed by the Head of the City Dukcapil Service Cilegon which was given to the implementation team and the Jemput Bola program was carried out in 8 sub-districts of Cilegon city by carrying out the principles of excellent service. The conclusion is that the Jemput Bola program is running effectively but is not optimal because from a legal point of view it is fulfilled and requests are increasing from year to year but there are several obstacles in its implementation. the advice of the Cilegon City Dukcapil Service is that it is expected to be able improve the quality of service so that people feel satisfied and participate more in the Jemput Bola program. Adapun identifikasi masalahnya, Bagaimana efektivitas pelayanan program jemput bola dalam pembuatan KTP-el bagi penyandang disabilitas di Dinas Kependudukan dan Pencatatan Sipil Kota Cilegon Berdasarkan Undang-Undang Republik Indonesia Nomor 24 Tahun 2013 Tentang Perubahan Atas Undang-Undang Nomor 23 Tahun 2006 Tentang Administrasi Kependudukan? kemudian Apa kendala yang dihadapi oleh Dinas Kependudukan dan Pencatatan Sipil Kota Cilegon dalam menjalankan pelayanan program jemput bola dalam pembuatan KTP-el bagi penyandang disabilitas?. Teori yang digunakan yaitu teori efektivitas hukum dan teori pelayanan publik. Metode penelitian yaitu yuridis empiris. Spesifikasi penelitian yaitu deskriptif analisis. Sumber data yaitu data primer yang ditunjang oleh data sekunder. Teknik pengumpulan data adalah wawancara dan dokumen yang terkait dengan penelitian. Data diperoleh dan analisis secara deskriptif dengan metode pendekatan kualitatif. Hasil penelitian pelayanan jemput bola dalam pembuatan KTP-el bagi penyandang disabilitas efektif dilakukan secara kewenangan atribusi yang didasari Undang-Undang, delegasi yang terdapat pada Peraturan Menteri Dalam Negeri dan Surat Keputusan Kepala Dinas Dukcapil Kota Cilegon, dilengkapi mandat surat perintah yang ditandatangani Kepala Dinas Dukcapil Kota Cilegon yang diberikan kepada tim pelaksana dan program jemput bola terlaksana di 8 kecamatan Kota Cilegon dengan menjalankan asas-asas pelayanan prima. Kesimpulan program jemput bola berjalan efektif namun kurang maksimal karena dari sisi hukum terpenuhi dan permohonan dari tahun ketahun semakin meningkat namun terdapat beberapa kendala dalam pelaksanaannya. Saran Dinas Dukcapil Kota Cilegon diharapkan meningkatkan kualitas pelayanan agar masyarakat merasa puas dan lebih banyak berpartisipasi dalam program jemput bola.
