Abstract
The social stigma that persons with disabilities cannot work as effectively as ordinary employees makes the government have to guarantee the rights of persons with disabilities, which aims to provide equal opportunities, respect, fulfillment, and protection of the rights of persons with disabilities in social life, including in job training. Based on the Regional Regulation of the City of Tangerang Number 3 of 2021 concerning Respect, Protection and Fulfillment of the Rights of Persons with Disabilities, social empowerment is required under the authority of the Office of Manpower for persons with disabilities. Identification of the research problem, what are the authorities of the Department of Manpower faced in implementing social empowerment policies for job training for persons with disabilities in Tangerang City based on Tangerang City Regional Regulation Number 3 of 2021 Concerning Respect, Protection, and Fulfillment of the Rights of Persons with Disabilities? What are the obstacles in implementing the Social Empowerment Policy for Job Training for Persons with Disabilities in Tangerang City based on Tangerang City Regional Regulation Number 3 of 2021 Concerning Respect, Protection, and Fulfillment of the Rights of Persons with Disabilities? The theories used are the theory of authority and the theory of disability empowerment. The method used in this research is empirical juridical with data analysis through a qualitative approach using primary data in the form of interviews with Manpower Office officials and secondary data. The results of this research show that the social empowerment authority for persons with disabilities is carried out by the Manpower Office in the form of job training at the UPT BLK of the Employment Service, which has not been implemented optimally where the Disability Service Unit has not yet been implemented. In conclusion, the authority of the Department of Manpower in empowering persons with disabilities, which is a source of authority for delegation, has not been fully implemented. The obstacles faced are the inactivity of the Disability Service Unit, the lack of Socialization of the Employment Service regarding job training for persons with disabilities, and the lack of job training education for the community, especially persons with disabilities. Facilities and infrastructure that meet the disability standards are still lacking. It is suggested that the UPT BLK should improve the awareness-raising socialization program regarding job training for persons with disabilities and facilitate the implementation of job training for persons with disabilities.

Berdasarkan Peraturan Daerah Kota Tangerang Nomor 3 Tahun 2021 Tentang Penghormatan, Perlindungan dan Pemenuhan Hak-Hak Penyandang Disabilitas pemberdayaan sosial diperlukan atas kewenangan Dinas Ketenagakerjaan untuk para penyandang disabilitas. Identifikasi masalah penelitian ini, bagaimana kewenangan Dinas Ketenagakerjaan yang dihadapi dalam melaksanakan kebijakan pemberdayaan sosial terhadap pelatihan kerja bagi penyandang disabilitas di Kota Tangerang berdasarkan Peraturan Daerah Kota Tangerang Nomor 3 Tahun 2021 Tentang Penghormatan, Perlindungan dan Pemenuhan Hak-Hak Penyandang Disabilitas? dan, Apa kendala dalam pelaksanaan Kebijakan Pemberdayaan Sosial terhadap Pelatihan Kerja bagi Penyandang Disabilitas di Kota Tangerang berdasarkan Peraturan Daerah Kota Tangerang Nomor 3 Tahun 2021 Tentang Penghormatan, Perlindungan dan Pemenuhan Hak-Hak Penyandang Disabilitas? Teori yang digunakan yaitu, teori kewenangan dan teori pemberdayaan disabilitas. Metode yang digunakan penelitian ini yuridis empiris dengan analitis data melalui pendekatan kualitatif menggunakan data primer berupa wawancara kepada Pejabat Dinas Ketenagakerjaan dan data sekunder. Hasil penelitian yang didapat ini yaitu kewenangan pemberdayaan sosial bagi penyandang disabilitas dilaksanakan oleh Dinas Ketenagakerjaan dalam bentuk pelatihan kerja di UPT BLK Dinas Ketenagakerjaan belum dilaksanakan secara optimal dimana belum dilaksanakan nya Unit Layanan Disabilitas. Kesimpulan, kewenangan Dinas Ketenagakerjaan dalam pemberdayaan disabilitas yang merupakan sumber kewenangan delegasi tidak seluruhnya terlaksana. Kendala yang dihadapi yaitu belum aktifnya Unit Layanan Disabilitas, sosialisasi Dinas Ketenagakerjaan tentang pelatihan kerja bagi penyandang disabilitas masih kurang, faktor kurangnya edukasi pelatihan kerja terhadap masyarakat terutama penyandang disabilitas, serta Sarana dan Prasarana yang memenuhi standar disabilitas masih kurang. Sarannya yaitu UPT BLK harus meningkatkan program sosialisasi penyadaran hak tentang pelatihan kerja bagi peyandang disabilitas dan memfasilitasi pelaksanaan pelatihan kerja bagi penyandang disabilitas. | |||||||||
