Abstract
The tourism industry has proven its role as an alternative economic activity that can improve people's welfare and become a source of regional revenue contribution. Culinary is one of the supporting elements that is very important in the success of tourism in a destination. As for identifying the problem, how is the implementation of the role of the local government of Serang City in developing culinary tourism potential as an increase in local revenue based on Serang City Regional Regulation Number 11 of 2019 concerning the Implementation of Tourism Businesses? and What are the constraints and solutions for the local government of Serang City in developing culinary tourism potential as an increase in local revenue? The theory used is the theory of authority and the theory of tourism management. The method used in this study is empirical juridical with data analysis through a qualitative approach using primary data in the form of interviews and secondary data. The results of the study indicate that the implementation of the role of the local government of Serang City in developing culinary tourism potential as an increase in local revenue has not been fully implemented. This is because not all of the construction and development plans for culinary specialties have been realized, because the management is still in the process of arrangement and adjustment. Local government support in dealing with obstacles and solutions to developing culinary tourism potential is not yet optimal, because the budget is not focused on culinary center development activities. In conclusion, the implementation of the role of the local government of Serang City in developing culinary tourism potential which is a source of attribution authority has not been fully implemented, the government's efforts in managing tourism are carried out by developing strategic places such as utilizing government land and involving external parties to contribute in facilitating development of culinary specialties. Local government constraints in developing the potential for culinary tourism include budgets, unfocused centers and the lack of efforts to accelerate government land use. Suggestions, the local government is expected to continue to maintain synergy with local communities in organizing culinary tourism and carrying out new innovations in culinary productivity in Serang City.

| Additional Information: | Industri pariwisata membuktikan perannya sebagai alternatif kegiatan ekonomi yang dapat meningkatkan kesejahteraan masyarakat dan menjadi sumber kontribusi pemasukan pendapatan daerah. Kuliner menjadi salah satu unsur penunjang yang sangat penting dalam keberhasilan pariwisata pada suatu destinasi. Adapun identifikasi masalahnya, bagaimana pelaksanaan peran pemerintah daerah Kota Serang dalam pengembangan potensi wisata kuliner sebagai peningkatan pendapatan asli daerah berdasarkan Peraturan Daerah Kota Serang Nomor 11 Tahun 2019 tentang Penyelenggaraan Usaha Kepariwisataan? dan Apa kendala dan solusi pemerintah daerah Kota Serang dalam pengembangan potensi wisata kuliner sebagai peningkatan pendapatan asli daerah? Teori yang digunakan yaitu, teori kewenangan dan teori pengelolaan pariwisata. Metode yang digunakan dalam penelitian ini yaitu yuridis empiris dengan analitis data melalui pendekatan kualitatif menggunakan data primer berupa wawancara dan data sekunder. Hasil penelitian menunjukkan bahwa pelaksanaan peran pemerintah daerah Kota Serang dalam pengembangan potensi wisata kuliner sebagai peningkatan pendapatan asli daerah belum sepenuhnya terlaksana. Hal tersebut karena rencana pembangunan dan pengembangan untuk kawasan khas kuliner belum semua terealisasi, karena dalam pengelolaannya masih dalam proses penataan dan penyesuaian. Dukungan pemerintah daerah dalam menghadapi kendala dan solusi pengembangan potensi wisata kuliner belum optimal, karena anggaran yang tidak terfokus pada kegiatan pengembangan pusat kuliner. Kesimpulan, pelaksanaan peran pemerintah daerah Kota Serang dalam pengembangan potensi wisata kuliner yang merupakan sumber kewenangan atribusi tidak seluruhnya terlaksana, upaya pemerintah dalam melakukan pengelolaan pariwisata dilakukan dengan cara melakukan pengembangan di tempat-tempat strategis seperti memanfaatkan lahan pemerintah dan melibatkan pihak luar untuk berkontribusi dalam memfasilitasi pembangunan kawasan khas kuliner. Kendala pemerintah daerah dalam pengembangan potensi wisata kuliner antara lain, anggaran, tempat sentra belum fokus dan minimnya usaha percepatan pemanfaatan lahan pemerintah. Saran, Pemerintah daerah diharapkan terus menjaga sinergisitas dengan masyarakat lokal dalam penyelenggaraan wisata kuliner dan dilakukan inovasi-inovasi baru dalam produktivitas kuliner di Kota Serang. | |||||||||
