Abstract
Penelitian ini adalah penelitian evaluasi program pada Pelatihan Kepemimpinan Pengawas (PKP) yang diselenggarakan di Pusdiklat Kementerian Riset dan Teknologi/Badan Riset dan Inovasi Nasional (Ristek/BRIN). Penelitian dilakukan dengan pendekatan kualitatif dan dengan model five level ROI yaitu tahapan evaluasi program dengan lima level evaluasi. Program PKP yang diteliti diikuti oleh tiga puluh tujuh peserta pada angkatan VI dan VII. Berdasarkan hasil penelitian dan pembahasan dinyatakan bahwa instrumen yang disusun dapat digunakan pada evaluasi level reaksi, level proses pembelajaran, level hasil dan level perilaku yang mengacu pada evaluasi model five level ROI framework dengan hasil: (1) pada evaluasi level reaksi peserta terhadap penyelenggara menunjukkan nilai rata-rata layanan termasuk dalam kategori cukup baik yang artinya peserta cukup puas dengan layanan penyelenggara, selanjutnya hasil evaluasi peserta terhadap fasilitator termasuk dalam kategori baik artinya peserta puas terhadap layanan fasilitator. (2) pada evaluasi level proses pembelajaran, dapat disimpulkan bahwa terdapat perubahan pengetahuan peserta PKP yang ditunjukkan dengan kenaikan nilai rata-rata pre-test dan post-test pada tigabelas mata pelatihan sesuai dengan kurikulum PKP. (3) pada evaluasi level perilaku yang disebar kepada atasan, rekan sejawat dan staf pelaksana menunjukkan nilai sangat memuaskan untuk lima indikator. (4) pada evaluasi level hasil ditunjukkan dengan komponen kelulusan peserta yang mencakup empat aspek penilaian dengan nilai akhir memuaskan. (5) pada tahap perhitungan nilai ROI yang mengacu pada nilai kinerja pegawai, terdapat peningkatan sebesar 1.02%. Kata Kunci: Pelatihan Kepemimpinan Pengawas, five level ROI

| Additional Information: | This research evaluates the Supervisory Leadership Training (PKP) program held at the Ministry of Research and Technology Education and Training Center/National Research and Innovation Agency (Ristek/BRIN)—five levels of evaluation. The PKP program under study was attended by thirty-seven participants in batches VI and VII. Based on the results of the research and discussion produced, namely (1) in the evaluation of the level of participant reaction to the organizers, it shows that the average value of service to participants is included in the pretty good category, which means that the participants are quite satisfied with the service provider. The results of the participant's evaluation of the facilitator are included in the excellent category, which means the participants are satisfied with the facilitator's service. (2) at the evaluation of the level of the learning process, it can be concluded that there is a change in the knowledge of the PKP participants as indicated by the increase in the average pre-test and post-test scores in the thirteen training subjects according to the PKP curriculum. (3) on evaluating the level of behaviour distributed to superiors, colleagues and implementing staff, it shows very satisfactory scores for the five indicators. (4) in evaluating the level of results indicated by the participant's passing component, which includes four aspects of the assessment with a satisfactory final score.
