Abstract
Protection and human rights must be fulfilled by the government, including people with disabilities (Law Number 19 of 2011). Researchers found that in the implementation of Law Number 8 of 2016 concerning persons with disabilities regarding the accessibility of public spaces for disabilities in Tangerang City, there are problems there’s the lack of public spaces equipped with disability-friendly facilities; unconcerned people about accessibility rights for disabilities people; the existence of special disability facilities that are not in accordance with their functions; lack of public space building of accessibility for people with disabilities in Tangerang City. The purpose of this study is to see how the implementation of disability-friendly public space accessibility policies in Tangerang City. The theory used in this study is the Policy Implementation Theory according to Thomas B. Smith (Akib, 2010). There are four indicators of the theory: ideal policies, group targets, implementing agencies, and environmental factors. The results of this study shows that public accessibility that are distributed by the Government of the City have not fulfilled the needs of the disabilities people. Suggestions given by researchers are the improvement of palrtisipals of disalbilital devices, improved coordination between agencies, increased public awareness, increased budget and resources, evaluation and monitoring. Hopefully the government of Tangerang City would increases accessibility for disability people and calculates policy sales that are more inclusive and positive in nature, especially for people with disabilities in Tangerang City.

| Additional Information: | Perlindungan dan hak asasi manusia wajib dipenuhi oleh pemerintah, termasuk kepada masyarakat penyandang disabilitas (Undang-Undang Nomor 19 tahun 2011). Peneliti menemukan dalam pengimplementasian Undang-Undang Nomor 8 tahun 2016 tentang penyandang disabilitas mengenai aksesibilitas ruang publik bagi disabilitas di Kota Tangerang terdapat masalah diantaranya minimnya ruang publik yang dilengkapi dengan fasilitas ramah disabilitas; masyarakat masih kurang peduli terhadap hak aksesibilitas bagi penyandang disabilitas; adanya fasilitas khusus disabilitas yang belum sesuai dengan fungsinya; belum adanya konsep pembangunan aksesibilitas ruang publik bagi disabilitas di Kota Tangerang. Tujuan penelitian ini untuk mengetahui bagaimana Implementasi Kebijakan Aksesibilitas Ruang Publik Yang Ramah Disabilitas Di Kota Tangerang. Teori yang digunakan dalam penelitian ini adalah Teori Implementasi Kebijakan menurut Thomas B. Smith (Akib, 2010). Empat indikator teori tersebut diantaranya kebijakan ideal, sasaran grup, badan pelaksana, dan faktor lingkungan. Hasil penelitian ini menunjukkan bahwa alksesbilitals falsilitals publik yalng disedialkaln Pemerintalh Kotal Talngeralng malsih belum memenuhi kebutuhaln penyalndalng disalbilitals. Saran yang diberikan peneliti diantaranya peningkaltaln palrtisipalsi penyalndalng disalbilitals, perbaikan koordinasi antar instansi, peningkatan kesadaran masyarakat, peningkatan anggaran dan sumber daya, evaluasi dan pemantauan.
