Abstract

This research was motivated by several problems related to the evaluation of the Mobile Voluntary Counseling and Testing (VCT) Program at the Cilegon City Health Office, including the lack of high-risk population outreach officers, the lack of approaches in reaching high-risk populations due to wide area coverage and the high rejection response from the program's target audience. This study aims to find out how the evaluation of the Mobile VCT Program 2021-2022 at the Cilegon City Health Office. The research method used is a descriptive method with a qualitative approach. Data collection techniques through observation, interviews, and documentation studies. Data analysis techniques use the concepts of Miles and Huberman. This research uses the theory of the CIPP evaluation model according to Stufflebeam, namely Context, Input, Process, and Product. The results show that the evaluation of the Mobile VCT program has not run optimally. The researcher suggests that the government needs to expand the scope of Mobile VCT program services to remote areas that are at high risk, the government needs to improve coordination in the program and ensure effective communication between all parties involved, conduct educational programs such as conducting campaigns to reduce stigma and discrimination against HIV/AIDS in the community, and the government needs to make regulations and sanctions related to patient care and treatment positive.

Additional Information:	Penelitian ini dilatarbelakangi oleh adanya beberapa permasalahan terkait evaluasi Program Mobile Voluntary Counseling and Testing (VCT) di Dinas Kesehatan Kota Cilegon, diantaranya kurangnya jumlah petugas penjangkau populasi beresiko tinggi, kurangnya pendekatan dalam menjangkau populasi resiko tinggi karena cakupan wilayah yang luas dan tingginya respon penolakan dari target sasaran program. Penelitian ini bertujuan untuk mengetahui bagaimana evaluasi Program Mobile VCT Tahun 2021-2022 di Dinas Kesehatan Kota Cilegon. Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Teknik Pengumpulan data melalui observasi, wawancara dan studi dokumentasi. Teknik analisis data menggunakan konsep Miles dan Huberman. Penelitian ini menggunakan teori model evaluasi CIPP menurut Stufflebeam yaitu Konteks, Input, Proses, Produk. Hasil menunjukkan bahwa evaluasi program Mobile VCT belum berjalan optimal. Saran dari peneliti adalah pemerintah perlu memperluas cakupan layanan program Mobile VCT ke daerah-daerah terpencil yang beresiko tinggi, pemerintah perlu memperbaiki meningkatkan koordinasi dalam program dan memastikan adanya komunikasi yang efektif antara semua pihak terlibat, melakukan program edukasi seperti melakukan kampanye untuk mengurangi stigma dan diskriminasi terhadap ODHA di masyarakat, serta pemerintah perlu membuat peraturan dan sanksi terkait perawatan dan pengobatan pasien positif
