Abstract
OKIE SATRIO ARIEFIANTO. NIM 6661081102. Implementasi Peraturan Daerah No 5 Tahun 2001 Tentang Pelanggaran Kesusilaan, Minuman Keras, Perjudian, Penyalahgunaan Narkotika, Psikotropika Dan Zat Adiktif Lainnya Di Kota Cilegon (Studi Kasus : Peredaran Minuman Keras). Program Studi Ilmu Administrasi Negara. Fakultas Ilmu Sosial Dan Ilmu Politik. Universitas Sultan Ageng Tirtayasa. Kata Kunci: Implementasi, Minuman Keras, Peraturan Daerah Produk Pemerintah Daerah sangat dibutuhkan dalam menata berbagai aspek disuatu daerah, khususnya dalam menata peredaran minuman keras. Sementara Kota Cilegon merupakan kota yang majemuk masyarakatnya karena merupakan gerbang Pulau Jawa, sehingga dibutuhkan produk yang tepat sasaran dari pemerintah daerah. Oleh karena itu, fokus dalam penelitian ini adalah Implementasi Peraturan Daerah No 5 Tahun 2001 Tentang Pelanggaran Kesusilaan, Minuman Keras, Perjudian, Penyalahgunaan Narkotika, Psikotropika Dan Zat Adiktif Lainnya Di Kota Cilegon (Studi Kasus : Peredaran Minuman Keras) Metode yang digunakan dalam penelitian ini adalah pendekatan kualitatif. Penelitian ini menggunakan model implementasi yang dikemukakan Merilee S. Grindle, yaitu terdiri dari Contents of Policy dan Context of Policy. Teknik pengumpulan data yang digunakan adalah wawancara, observasi dan studi dokumentasi. Teknik analisa data menggunakan teknik analisis menurut Irawan. Sedangkan untuk menguji validitas menggunakan triangulasi sumber dan triangualasi teknik. Hasil penelitian menunjukan bahwa Implementasi Peraturan Daerah No 5 Tahun 2001 Tentang Pelanggaran Kesusilaan, Minuman Keras, Perjudian, Penyalahgunaan Narkotika, Psikotropika Dan Zat Adiktif Lainnya Di Kota Cilegon (Studi Kasus : Peredaran Minuman Keras) belum optimal. Hal tersebut dikarenakan dalam pelaksanaan penertiban minuman keras mengacu pada Keputusan Presiden No 3 Tahun 1997 tentang Pengawasan dan Pengendalian Minuman Beralkohol dan terdapat pihak yang mengambil keuntungan dari Peraturan Daerah tersebut. Untuk meningkatkan optimalisasi, perlu diterapkan Peraturan Daerah baru tentang minuman keras dan perekrutan anggota pelaksana Peraturan Daerah berlandaskan Fit and Proper Test.

While, Cilegon a pluralistic society because it is a gateway island of Java, so it takes the right product from the target government. Therefore, the focus in this study is the Implementation of Regional Regulation No. 5 of 2001 on Decency Abuse, Alcohol, Gambling, Drug Abuse, Psychotropic and other Addictive Substances in Cilegon (Case Study: Distribution of Alcohol) method used in this study is the approach qualitative. This study uses the theory of implementation by merilee s. Grindle, consisting of contents of policy and context of policy. Data collection techniques used were interviews, observation and documentation study. Data analysis techniques using analytical techniques by irawan. Meanwhile, to test the validity of using triangulation. The results showed that the Implementation of Regional Regulation No. 5 of 2001 on Decency Abuse, Alcohol, Gambling, Drug Abuse, Psychotropic and other Addictive Substances in Cilegon (Case Study: Distribution of Alcohol) is not optimal. That is because the implementation of the liquor enforcement refers to Presidential Decree No. 3 of 1997 on the Supervision and Control of Alcohol and there are those who take advantage of regional regulation. To improve the optimization, need to apply a new local regulation of alcohol and local regulations implementing recruitment based on fit and proper tes. |
