Abstract

E-KTP identity is one of the things that must be owned by all Indonesian citizens. Regardless of social status or even gender, E-KTP remains an identity that must be owned and this is included in the rights of every Indonesian citizen. But in fact this does not happen to trans women who are Indonesian citizens as well. There are some negative things that happen when trying to fulfill one of their rights, namely by having an E-KTP. That way, FKPTB is here to help transwomen, especially transwomen in the city of Tangerang, so that they can have an E-KTP. This study tries to see how the portrait of FKPTB as a form that helps transwomen to get an E-KTP as a form of citizenship. This study uses the theory of women from John Stuart Mill & Freud which includes that the position of women is much lower than men and the Citizenship theory from Ward Berenschot and Gerry Van Klinken which includes 1) citizen rights 2) social identity 3) political participation. This research also uses qualitative methods with a phenomenological approach. Observations were made by interviewing the FKPTB and transgender women in the city of Tangerang and visiting the DISDUKCAPIL in the city of Tangerang to see firsthand how to record from the E-KTP. The results of this study indicate that FKTPB as a forum for transgender women is finally able to help transwomen in the city of Tangerang to have an EKTP. It is proven by the number of transgender women in the city of Tangerang before the MOHA's (KEMENDAGRI)decision to make transgender E-KTP cards was passed.

Additional Information:	Identitas E-KTP menjadi salah satu hal yang wajib untuk dimiliki oleh seluruh warga negara Indonesia. Tidak memandag apapun jenis status sosial atau bahkan gendernya, E-KTP tetap menjadi identitas yang wajib dimiliki dan hal tersebut termasuk dalam hak setiap warga negara Indonesia. Namun nyatanya hal tersebut tidak terjadi pada transpuan yang menjadi warga negara Indonesia juga. Ada beberapa hal negatif yang terjadi pada transpun ketika ingin mencoba memenuhi salah satu haknya yaitu dengan memiliki E-KTP. Dengan begitu FKPTB hadir untuk membantu transpuan khususnya transpuan kota Tangerang agar dapat memiliki E-KTP. Penelitian ini mencoba melihat bagaimana potret dari FKPTB sebagai salah satu form yang membanu transpuan unutk mendapatkan E-KTP sebagai bentuk kewarganegaraan. Pada penelitian ini menggunakan teori perempuan dari Jhon Stuart Mill&Frued yang meliputi bahwa kedudukan perempuan jauh lebih rendah dari laki-laki dan teori Citizenship dari Ward Berenschot dengan Gerry Van klinken yang mana didalamnya meliputi 1) hak warga negara 2) identitas sosal 3) partisipasi politik. Penelitian inipun menggunakan metode kualitiatif dan pendekatan fenomenologi. Observasi yang dilakukan dengan mewawancarai pihak FKPTB dan transpuan kota Tangerang serta mendatangi DISDUKCAPIL kota Tangerang guna melihat langsung bagaimana proses perekaman dari E-KTP tersebut. Hasil dari penelitian ini menunjukan bahwa FKTPB sebagai forum transpuan akhirnya mampu untuk mambantu transpuan kota Tangerang agar dapat memiliki E-KTP. Terbukti dengan jumlah data transpuan kota Tangerang sebelum dan sesudah disahkannya keputusan KEMENDAGRI untuk pembuatan E-KTP transgender.
