Advisor II: Dr. H.Agus Sjafari, M.Si The Policy for Implementing Banten Governor Regulation No. 74 of 2014 concerning Guidelines for Implementing Inclusive Education is the basis for efforts to realize the implementation of integrated education which is expected to accommodate education for all children with special needs who so far have not had their rights fulfilled to obtain education like children. -another normal child. Likewise with inclusive education in Pandeglang Regency which is still in a state of minimal attention from the Pandeglang Regency Government, especially the Education, Youth and Sports Office of Pandeglang Regency. The unavailability of special facilities and infrastructure in inclusive schools and the shortage of Special Guidance Teachers for inclusive schools in Pandeglang Regency. This research is intended to find out how the policy implementation regarding guidelines for the implementation of inclusive education is carried out by the Education, Youth and Sports Office of Pandeglang Regency. The theory used is the Implementation of Public Policy George Edward III in Agustino (2006:149). Using a qualitative approach with descriptive methods. The results of this study indicate that the implementation carried out by the Office of Education, Youth and Sports in implementing Inclusive Education has not been carried out optimally. Because the right implementation to be applied later is the need to strengthen the bureaucratic structure which has the effect of clear communication between implementers and the resources needed for implementing policies and an even distribution of responsibilities. Pembimbing II: Dr. H.Agus Sjafari, M.Si Kebijakan Implementasi Peraturan Gubernur Banten no 74 Tahun 2014 tentang Pedoman Penyelenggaraan Pendidikan Inklusif merupakan dasar upaya untuk mewujudkan penyelenggaraan Pendidikan terpadu yang diharapkan dapat mengakomodasi pendidikan bagi semua anak-anak yang memiliki kebutuhan khusus yang selama ini masih banyak yang belum terpenuhi haknya untuk memperoleh Pendidikan seperti anak-anak normal yang lain. Demikian pada Pendidikan inklusif di Kabupaten Pandeglang yang masih dalam keadaan minim perhatian dari Pemerintah Kabupaten Pandeglang terutama Dinas Pendidikan, Kepemudaan dan Olahraga Kabupaten Pandeglang. Tidak tersedianya sarana dan prasarana khusus disekolah inklusi serta kutangnya Guru Pembimbing Khusus sekolah inklusif di Kabupaten Pandeglang. Penelitian ini dimaksudnya untuk mengetahui bagaimana implementasi kebijakan tentang pedoman penyelenggaran Pendidikan Inklusif yang dijalankan Oleh Dinas Pendidikan, Kepemudaan dan Olahraga Kabupaten Pandeglang. Teori yang digunakan adalah Implementasi kebijakan Publik George Edward III dalam Agustino (2006:149). Menggunakan pendekatan Kualitatif dengan metode deskriptif. Hasil dari penelitian ini menunjukan bahwa implementasi yang dilakukan oleh Dinas Pendidikan, kepemudaan dan Olahraga dalam menjalankan Pendidikan Inklusif belum terlaksana secara optimal. Karena implementasi yang tepat untuk diterapkan kemudian ialah perlu penguatan dalam struktur birokrasi yang membawa pengaruh komunikasi yang jelas antar pelaksana dan sumberdaya yang dibutuhkan pada pelaksaan kebijakan serta pembagian tanggung jawab yang merata.
