Abstract
The implementation of Serang City Regional Regulation Number 13 of 2019 concerning Persons with Disabilities is an effort to fulfill the rights of persons with disabilities, the existence of these regional regulations can strengthen rights in easy access to public facilities. Obstacles are still found in the implementation process of the Regional Regulation, especially on pedestrian paths. For example, pedestrian paths that are not yet accessible, lack of outreach to the community, not all public facilities in Serang City. This study aims to analyze and reveal phenomena regarding the Implementation of Serang City Regional Regulation Number 13 of 2019 concerning Persons with Disabilities (Case Study of Pedestrian Lane Accessibility Rights). This study uses the implementation model theory by Thomas B. Smith. The model used is a combination research or mixed methods. The results showed that Serang City Regional Regulation Number 13 of 2019 concerning Persons with Disabilities (Case Study of Right to Accessibility of Pedestrian Lanes) has not been effective because it obtained an assessment of less than 65% based on hypothesis testing criteria if the tcount value is smaller than ttable (-10,438 < 0.201), then H0 is accepted and Ha is rejected. The percentage of implementation of Serang City Regional Regulation Number 13 of 2019 concerning Persons with Disabilities according to respondents' responses to the assessment was 54%. And the implementation of Serang City Regional Regulation Number 13 of 2019 concerning Persons with Disabilities (Case Study of Pedestrian Routes) has not proceeded according to the stated goals. Research suggestions include conducting supervision and maintenance of pedestrian paths, and conducting outreach to the people of Serang City regarding the contents of the Regional Regulation.

| Additional Information: | Implementasi Peraturan Daerah Kota Serang Nomor 13 Tahun 2019 Tentang Penyandang Disabilitas merupakan upaya pemenuhan hak penyandang disabilitas, adanya peraturan daerah tersebut dapat memperkuat hak dalam kemudahan mengakses fasilitas umum. Masih ditemukannya hambatan pada proses pelaksanaan implementasi Peraturan Daerah tersebut, terutama pada jalur pedestrian. Seperti, jalur pedestrian yang belum aksesibel, kurangnya sosialisasi kepada masyarakat, belum menyeluruhnya fasilitas publik di Kota Serang. Penelitian ini bertujuan untuk menganalisis dan mengungkapkan fenomena mengenai Implementasi Peraturan Daerahh Kota Serang Nomor 13 Tahun 2019 Tentang Penyandang Disabilitas (Studi Kasus Hak Aksesibilitas Jalur Pedestrian). Penelitian ini menggunakan teori model implementasi oleh Thomas B. Smith. Model yang digunakan adalah penelitian kombinasi atau mixed methods . Hasil penelitian menunjukkan bahwa Peraturan Daerah Kota Serang Nomor 13 Tahun 2019 Tentang Penyandang Disabilitas (Studi Kasus Hak Aksesibilitas Jalur Pedestrian) belum berjalan efektif karena mendapatkan penilaian kurang dari 65% yang didasarkan pada kriteria uji hipotesis jika nilai thitung lebih kecil dari ttabel (- 10.438 < 0,201), maka H0 diterima dan Ha ditolak. Besarnya presentase Implementasi Peraturan Daerah Kota Serang Nomor 13 Tahun 2019 Tentang Penyandang Disabilitas menurut tanggapan responden penilaian sebesar 54%. Dan Impelementasi Peraturan Daerah Kota Serang Nomor 13 Tahun 2019 tentang Penyandang Disabilitas (Studi Kasus Jalur Pedestrian) belum berjalan sesuai dengan tujuan yang sudah ditetapkan. Saran penelitian diantaranya adalah mengadakan pengawasan dan pemeliharaan terhadap jalur pedestrian, dan mengadakan sosialisasi kepada masyarakat Kota Serang terkait isi dari Peraturan Daerah tersebut. | |||||||||
