Abstract
This research focused on the Evaluation Implementation of Serang Regency Local Regulation About Public Service Fees (Study Case Traditional Market Service Fees). Some problems from this research are daily public fees that sellers give to government employees are not good with regulation, the realization of traditional market service fees is still under the target, seller market fees that slow down, and the facility of people market given is not using. This study aims to know the process of Serang Regency Local Regulation about Public Service Fees (Study Case Traditional Market Serving Fees) is going. Using theory evaluation criteria from William N. Dunn, divided into effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. The method of this research is descriptive qualitative. The result of research shows that the evaluation of the implementation of this local regulation is not yet optimal. That is partly due to the excessive number of contribution officers, the lack of a budget for socialization activities, various obstacles in the collection, and the schedule for collecting that is not simultaneous. The suggestions that the researcher can convey from this study are the need for a budget, especially for the socialization of regional regulations so that officers can work optimally, sellers pay dues diligently according to the provisions and a fee collection schedule so that simultaneously. Additional Information: | Fokus dari penelitian ini yaitu Evaluasi Implementasi Peraturan Daerah Kabupaten Serang Tentang Retribusi Jasa Umum (Studi Kasus Retribusi Pelayanan Pasar). Beberapa permasalahan yang ada diantaranya iuran harian yang pedagang berikan ke petugas tidak sesuai dengan aturan, realisasi penerimaan retribusi pelayanan pasar masih dibawah target, omset pedagang pasar yang mengalami penurunan tajam dan fasilitas yang warga pasar dapatkan tidak digunakan sebaik mungkin. Tujuan dari penelitian ini yaitu mengetahui sudah sampai mana peraturan daerah Kabupaten Serang Tentang Retribusi Jasa Umum (Studi Kasus Retribusi Pelayanan Pasar) telah terlaksana. Menggunakan teori Kriteria Evaluasi dari William N. Dunn dan terdiri dari efektivitas, efisiensi, kecukupan, kesamaan, responsivitas serta kelayakan. Metode penelitian yang dipakai yaitu kualitatif deskriptif. Hasil penelitian menunjukkan bahwa evaluasi implementai peraturan daerah ini belum optimal. Hal itu antara lain karena jumlah petugas iuran yang berlebihan, minimnya anggaran untuk kegiatan sosialisasi, berbagai kendala dalam pemungutan, dan jadwal pengumpulan yang tidak serentak. Saran yang dapat peneliti sampaikan dari penelitian ini adalah perlu adanya anggaran terutama untuk sosialisasi peraturan daerah agar petugas dapat bekerja maksimal, penjual rajin membayar iuran sesuai ketentuan dan jadwal pemungutan dilakukan secara bersamaan.
