Abstract
ANALYSIS OF FACTORS AFFECTING THE IMPLEMENTATION OF GOVERNMENT READINESS ACCRUAL ACCOUNTING (PP N0. 71 OF 2010) IN THE PROVINCE BANTEN BY THE FADLILAH FAQIH This study aimed to examine the influence of the quality of human resources, organizational commitment, and communication with the readiness of the implementation of accrual-based SAP. This research was conducted in all SKPD are working environment Banten, data collection was conducted using survey questionnaires at 42 SKPDs are working environment Banten province, where each SKPDs 2 respondents were asked to fill out questionnaires provided by the researcher and 2 respondents are Deputy . Finance Department and A Staff in Sub. Financial Department. The analytical method used is multiple regression analysis with the quality of human resources, organizational commitment, and communication as independent variables, and the readiness of the SAP application accrual basis as the dependent variable. The data in this study were processed using IBM software Statistical Package For Social Science (SPSS) version 20.0. The results of the analysis of this study showed that the quality of human resources has a positive and significant impact on the readiness of the implementation of SAP accrual basis, organizational commitment has a positive and significant impact on the readiness of the implementation of SAP accrual basis, communication has a positive and significant impact on the readiness of the implementation of SAP accrual basis. Penelitian ini dilakukan di seluruh SKPD yang berada dilingkungan kerja Provinsi Banten, pengumpulan data dilakukan dengan metode survey quisioner pada 42 SKPD yang berada dilingkungan kerja Provinsi Banten, dimana setiap SKPD diminta 2 responden untuk mengisi quisioner yang diberikan oleh peneliti dan 2 responden ini adalah Kepala Sub. Bagian Keuangan dan Seorang Staf di Sub. Bagian Keuangan. Metode analisis yang digunakan adalah analisis regresi berganda dengan kualitas sumber daya manusia, komitmen organisasi, dan komunikasi sebagai variabel independen, dan kesiapan penerapan SAP basis akrual sebagai variabel dependen. Data dalam penelitian ini diolah dengan menggunakan software IBM Statistical Package For Social Science (SPSS) versi 20.0. Hasil analisis penelitian ini menunjukan bahwa kualitas sumber daya manusia mempunyai pengaruh positif dan signifikan terhadap kesiapan penerapan SAP basis akrual, komitmen organisasi mempunyai pengaruh positif dan signifikan terhadap kesiapan penerapan SAP basis akrual, komunikasi mempunyai pengaruh positif dan signifikan terhadap kesiapan penerapan SAP basis akrual.
