Abstract
Treya Agustine. 6661180150, Implementation of Tourism Development in Pandeglang Regency in Tanjung Lesung Special Economic Zone, Public Administration Study Program, Faculty of Social and Political Sciences, Sultan Ageg Tirtayasa University. Advisor I, Dr. Rina Yulianti, M.Si., Advisor II, Dr. Ipah Ema Jumiati, M.Si. The progress of the tourism industry has a good impact on regional and state economic growth. Therefore the government gives autonomy to the region to be able to develop its own tourism. Then the Pandeglang Regency government makes a policy contained in Pandeglang Regency Regulation number 6 of 2014 concerning Regional Tourism Development Master Plan 2015-2025 where in Pandeglang Regency tourism there is a Special Economic Zone Tanjung Lesung which operates in the field of tourism. This study aims to determine how the implementation of tourism development in Pandeglang Regency in Tanjung Lesung Special Economic Zone located in Tanjungjaya village, Panimbang sub-district, Pandeglang Regency. In this study researchers used descriptive qualitative methods using Daniel A. Mazmanian and Paul A. Sabatier's implementation theory which consists of three variables namely (1) problem characteristics, (2) policy characteristics, (3) environmental variables. The results of this study indicate that the implementation of tourism development in the Tanjung Lesung Special Economic Zone has gone well because of the suitability of implementation with regulations and an environment that supports tourism with the problem of community organizations that are not running. Therefore, the pandeglang district government must remain consistent to continue to improve human resources in the field of tourism and the community must be given understanding as beneficiaries. Oleh karena itu pemerintah memberikan otonomi kepada daerah untuk dapat mengembangkan kepariwisataannya sendiri. Maka pemerintah Kabupaten Pandeglang membuat kebijakan yang tertuang dalam peraturan daerah Kabupaten Pandeglang nomor 6 tahun 2014 tentang Rencana Induk Pembangunan Kepariwisataan Daerah tahun 2015-2025 dimana di dalam kepariwisataan Kabupaten Pandeglang terdapat Kawasan Ekonomi Khusus Tanjung Lesung yang beroperasi dalam bidang kepariwisataan. Penelitian ini bertujuan untuk mengetahui bagaimana pelaksanaan pembangunan kepariwisataan Kabupaten Pandeglang pada Kawasan Ekonomi Khusus Tanjung Lesung yang berlokasi di Desa Tanjungjaya, Kecamatan Panimbang, Kabupaten Pandeglang. Dalam penelitian ini menggunakan metode kualitatif deskriptif dengan menggunakan teori implementasi milik Daniel A. Mazmanian dan Paul A. Sabatier yang terdiri dari tiga variabel yaitu (1) karakteristik masalah, (2) karakteristik kebijakan, (3) variabel lingkungan. Hasil penelitian ini menunjukkan bahwa pelaksanaan pembangunan kepariwisataan di Kawasan Ekonomi Khusus Tanjung Lesung sudah berjalan dengan baik karena kesesuaian pelaksanaan dengan peraturan dan lingkungan yang mendukung kepariwisataan dengan permasalahan organisasi masyarakat yang tidak berjalan. Maka dari itu pemerintah Kabupaten Pandeglang harus tetap konsisten untuk terus meningkatkan Sumber daya manusia dalam bidang kepariwisataan serta masyarakat yang harus diberikan pemahaman sebagai penerima manfaat.
