Abstract
Equalization of administrative positions into functional positions aims to create a more dynamic and professional bureaucracy as an effort to increase effectiveness and efficiency to support the performance of government services to the community, Equalization of administrative positions into functional positions has been carried out by the Banten Province Energy and Mineral Resources Agency. As for the identification of the problem, how is the procedure for equalizing administrative positions into ASN functional positions at the ESDM Office of Banten Province as an improvement in the quality of professionalism of the State Civil Apparatus based on Permenpan-RB Number 17 of 2021? how are the efforts of the ESDM Office of Banten Province in improving the quality of ASN professionalism after the procedure for equalizing administrative positions into ASN functional positions at the ESDM Office of Banten Province as an improvement in the quality of professionalism of the State Civil Apparatus based on Permenpan-RB Number 17 of 2021? The theories used are Authority Theory and Personnel Management Theory. The research method is empirical juridical. The research specification is descriptive analysis. The data source is primary data supported by secondary data. Data collection techniques are field research and library research. Data obtained and analyzed descriptively with a qualitative approach method. The results of the study, the Energy and Mineral Resources Agency has carried out the procedure for equalizing administrative positions into functional positions in accordance with Article 14 Permenpan-RB No. 17 of 2021, but the equalized functional officials still carry out the duties and functions of structural officials because there are no further rules regarding reports and responsibilities. The conclusion, based on the research, is that due to the absence of further regulations regarding reports and accountability for performance results, the equalized functional officials are still carrying out their old duties and functions so that the original purpose of equalizing positions is not implemented. The suggestion, BKN is expected to issue policies related to the report system and accountability for performance results.

Additional Information: | Penyetaraan jabatan administrasi ke dalam jabatan fungsional bertujuan untuk menciptakan birokrasi yang lebih dinamis serta profesional sebagai upaya peningkatan efektifitas dan efisiensi untuk mendukung kinerja pelayanan pemerintah kepada masyarakat, Penyetaraan jabatan administrasi ke dalam jabatan fungsional telah dilakukan oleh Dinas Energi dan Sumber Daya Mineral Provinsi Banten. Adapun identifikasi masalahnya, bagaimana prosedur penyetaraan jabatan administrasi ke dalam jabatan fungsional ASN di Dinas ESDM Provinsi Banten sebagai peningkatan mutu profesionalisme Aparatur Sipil Negara berdasarkan Permenpan-RB Nomor 17 Tahun 2021? dan, bagaimana upaya Dinas ESDM Provinsi Banten dalam peningkatan mutu profesionalisme ASN setelah prosedur penyetaraan jabatan administrasi ke dalam jabatan fungsional ASN di Dinas ESDM Provinsi Banten sebagai peningkatan mutu profesionalisme Aparatur Sipil Negara berdasarkan Permenpan-RB Nomor 17 Tahun 2021? Teori yang digunakan yaitu Teori Kewenangan dan Teori Manajemen Kepegawaian. Metode penelitian yaitu yuridis empiris. Spesifikasi penelitian yaitu deskriptif analisis. Sumber data yaitu data primer yang ditunjang oleh data skunder. Teknik pengumpulan data adalah penelitian lapangan dan penelitian kepustakaan. Data diperoleh dan dianalisis secara deskriptif dengan metode pendekatan kualitatif. Hasil penelitian, Dinas Energi dan Sumber Daya Mineral telah melaksanakan prosedur penyetaraan jabatan administrasi ke dalam jabatan fungsional sesuai dengan Pasal 14 Permenpan-RB No 17 Tahun 2021 akan tetapi para pejabat fungsional hasil penyetaraan masih melaksanakan tugas dan fungsi pejabat struktural karena belum adanya aturan lanjutan mengenai laporan dan tanggungjawab. Kesimpulan, berdasarkan penelitian yaitu akibat belum adanya aturan lebih lanjut terkait laporan dan pertanggungjawaban hasil kinerja sehingga para pejabat fungsional hasil penyetaraan masih melaksanakan tugas dan fungsi lama sehingga tujuan awal dari penyetaraan jabatan tidak terlaksana. Saran, BKN diharapkan dapat mengeluarkan kebijakan terkait sistem laporan dan pertanggungjawaban hasil kinerja. | |||||||||
