Abstract

In the phenomenon of social interaction and interrelation between individuals and between groups, the occurrence of conflict is a natural thing. The emergence of this conflict is usually caused by the existence of poor interaction patterns due to differences in points of view or interests. As happened to the Jatiwaringin Landfill (TPA) whose presence triggered a conflict. Limited land and a large enough quantity of waste and not accompanied by good management then cause many negative impacts, ranging from threatening public health to polluting the environment. This then causes conflicts caused by the pros and cons of the community regarding the existence of the landfill. This horizontal conflict then rolls latent. Therefore, researchers want to know how the resolution is pursued by the parties to the conflict. As an analysis knife, the author uses the thoughts of Simon Fisher regarding the stages of conflict to the form of resolution taken. In the methodological aspect of this research using a descriptive qualitative method that will describe as a whole the conflict that occurred and then described systematically, in detail and factually. The results showed that the form of resolution taken was negotiation but in its implementation it was not optimal because there was a dysfunction of the role of the government so that the direction of resolution became biased.

Additional Information:	Dalam fenomena interaksi dan interelasi sosial antar individu maupun antar kelompok, terjadinya konflik merupakan suatu hal yang wajar. Kemunculan konflik ini biasanya disebabkan oleh adanya pola interaksi yang kurang baik karena adanya perbedaan sudut pandang atau kepentingan. Seperti yang terjadi pada Tempat Pembuangan Akhir (TPA) Jatiwaringin yang kehadirannya memicu sebuah konflik. Keterbatasan lahan serta kuantitas sampah yang cukup besar dan tidak dibarengi dengan pengelolaan yang baik kemudian menimbulkan banyak dampak negatif, mulai dari mengancam kesehatan masyarakat hingga mencemari lingkungan. Hal ini kemudian menimbulkan konflik yang disebabkan oleh adanya pro dan kontra dari masyarakat terkait keberadaan TPA tersebut. Konflik horizontal ini kemudian bergulir latent. Oleh karena itu, peneliti ingin mengetahui bagaimana bentuk resolusi yang ditempuh oleh pihak yang berkonflik. Sebagai pisau analisa penulis menggunakan buah pikir dari Simon Fisher terkait tahapan konflik hingga bentuk resolusi yang ditempuh. Pada aspek metodologi penelitian ini menggunakan metode kualitatif deskriptif yang akan menggambarkan secara utuh terkait konflik yang terjadi kemudian di deskripsikan secara sistematis, rinci dan faktual. Hasil penelitian menunjukan bahwa bentuk resolusi yang ditempuh adalah negosiasi namun dalam pelaksanannya belum maksimal karena terdapat disfungsi peran pemerintah sehingga arah resolusinya menjadi bias.
