Abstract
A country have to ensure that every citizen gets protection and full access to healthcare during the COVID-19 pandemic by conducting a vaccination program. One of the activities in the vaccination program that has been carried out is the Acceleration of the Anti COVID-19 Vaccination Program for Public Institutions, Churches and Communities in Banten Province. For the identification of the problem, it is how are the efforts of the Banten Province Community, Church and Community Institutions in carrying out the vaccination program for handling COVID-19 in the Tangerang Regency area? Also how to enforce the health protocol during the vaccination program based on Regional Regulation of Banten Province Number 1 of 2021 concerning Control of Corona Virus Disease-19? The theory used in this study is Law Enforcement Theory and Welfare State Theory. The research method that is used in this study is empirical juridical. The research specification is the descriptive analysis. The data sources are from primary data supported by secondary data. Data collection techniques are collected from library research and field research. The data were obtained and analyzed descriptively using a qualitative approach. The results of the research are that the Government of Banten Province has attempted to form the COVID-19 Task Force based on instructions from the Central Government and has collaborated with social institutions that have legal entities to accelerate the vaccination program in order to create herd immunity in the community. Even so, there are still several obstacles, namely the factors of regional regulations, public officials related to technical deficiencies, and the community. The suggestion is that the Government is expected to be more dynamic in issuing policies so that the COVID-19 Task Force is expected to play a more active role in organizing vaccination activities, the Tangerang District Health Office needs to provide an official written permit for vaccinations, and there need to be more massive outreach to the community to keep implement health protocols when receiving vaccine doses and during daily activities.

| Additional Information: | Negara hadir untuk memastikan setiap warga negara nya mendapatkan perlindungan dan pemenuhan akses kesehatan selama pandemi COVID-19 dengan cara melakukan program vaksinasi. Salah satu kegiatan penyelenggaraan program vaksinasi yang telah terlaksana adalah Akselerasi Program Vaksinasi Anti COVID-19 Lembaga Keumatan, Gereja, dan Masyarakat Provinsi Banten. Adapun identifikasi masalahnya, yaitu Bagaimana upaya Lembaga Keumatan, Gereja, dan Masyarakat Provinsi Banten dalam menjalankan program vaksinasi untuk penanganan COVID-19 di wilayah Kabupaten Tangerang?, kemudian Bagaimana penegakan protokol kesehatan yang dilakukan oleh Lembaga Keumatan, Gereja, dan Masyarakat Provinsi Banten dalam penyelenggaraan program vaksinasi berdasarkan Peraturan Daerah Provinsi Banten Nomor 1 Tahun 2021 tentang Penanggulangan Corona Virus Disease-19? Teori yang digunakan yaitu Teori Penegakan Hukum dan Teori Negara Kesejahteraan. Metode penelitian yaitu yuridis empiris. Spesifikasi penelitian yaitu deskriptif analisis. Sumber data yaitu data primer yang ditunjang oleh data skunder. Teknik pengumpulan data adalah penelitian kepustakaan dan penelitian lapangan. Data diperoleh dan dianalisis secara deskriptif dengan metode pendekatan kualitatif. Hasil penelitian, yaitu bahwa Pemerintah Provinsi Banten telah berupaya membentuk SATGAS COVID-19 berdasarkan instruksi dari Pemerintah Pusat dan telah melakukan kolaborasi dengan lembaga kemasyarakatan yang telah berbadan hukum untuk melakukan percepatan program vaksinasi agar tercipta herd immunity di tengah masyarakat. Meskipun demikian, masih terdapat beberapa kendala, yaitu faktor peraturan daerah, pejabat publik terkait kekurangan teknis, serta masyarakat. Sarannya adalah Pemerintah diharapkan dapat lebih dinamis dalam mengeluarkan kebijakan sehingga SATGAS COVID-19 diharapkan dapat berperan lebih aktif dalam penyelenggaraan kegiatan vaksinasi, Dinas Kesehatan Kabupaten Tangerang perlu untuk memberikan surat perizinan penyelenggaraan vaksinasi secara tertulis resmi, dan perlu adanya sosialisasi lebih masif kepada masyarakat untuk tetap menerapkan protokol kesehatan pada saat menerima dosis vaksin dan saat beraktivitas | |||||||||
