Abstract
Penerapan pemerintahan yang terbuka dan partisipatoris merupakan salah satu perwujudan good governance. Berdasarkan Peraturan Komisi Informasi Nomor 1 Tahun 2018 tentang Standar Layanan Informasi Publik Desa fungsi kontrol masyarakat diperlukan atas kewenangan Pemerintah Desa mengenai layanan informasi publik desa. Adapun indetifikasi masalahnya, Bagaimana implementasi peran Pemerintah Desa dalam penerapan keterbukaan informasi publik sebagai wujud Pemerintahan Desa yang baik di Desa Sumur Bandung berdasarkan Peraturan Komisi Informasi Nomor 1 Tahun 2018 tentang Standar Layanan Informasi Publik Desa? dan, Apa saja peluang dan tantangan bagi Pemerintah Desa untuk melakukan peran Pemerintah Desa dalam penerapan keterbukaan informasi publik sebagai wujud Pemerintahan Desa yang baik di Desa Sumur Bandung berdasarkan Peraturan Komisi Informasi Nomor 1 Tahun 2018 tentang Standar Layanan Informasi Publik Desa?. Teori yang digunakan yaitu, teori kewenangan dan teori kesejahteraan. Metode yang digunakan dalam penelitian ini yuridis empiris dengan analitis data melalui pendekatan kualitatif menggunakan data primer berupa wawancara kepada Pejabat Pengelola Informasi dan Dokumentasi Desa dan data sekunder. Hasil penelitian yang didapat adalah implementasi peran Pemerintah Desa Sumur Bandung dalam penerapan keterbukaan informasi publik sebagai wujud Pemerintahan Desa yang baik tidak terlaksana dengan optimal. Hal tersebut karena indikator yang menjadi syarat dalam peraturan tidak terpenuhi, karena dari dua puluh lima indikator informasi yang menjadi syarat dalam pertauran hanya dua belas informasi indikator yang tersedia. Upaya Pemerintah Desa dalam meyikapi peluang dan tantangan keterbukaan informasi publik desa tidak optimal, karena alokasi dana desa yang tidak berfokus pada pendalaman keterbukaan informasi publik desa. Kesimpulan, implementasi peran Pemerintah Desa Sumur Bandung dalam keterbukaan informasi publik desa yang merupakan sumber kewenangan atribusi tidak seluruhnya terlaksana, upaya pemerintah dalam meningkatkan kesejahteraan masyarakat dilakukan dengan cara pengelolaan dana dan merespon positif antusiasme masyarakat. Tantangan Pemerintah Desa dalam penerapan keterbukaan informasi publik desa antara lain, tidak tersedianya sarana dan prasarana, penerapan program yang tidak maksimal dan ketidakpahaman aparat desa terkait keterbukaan informasi publik desa. Saran, Pemerintah Desa Sumur Bandung seharusnya lebih fokus kepada pelaksanan penyediaan sarana dan prasarana layanan informasi publik desa dalam penerapan layanan informasi publik desa yang merupakan kepentingan umum. | Additional Information: | The implementation of an open and participatory government is a form of good governance. Based on the Information Commission Regulation Number 1 of 2018 concerning Village Public Information Service Standards, the function of community control is required over the authority of the Village Government regarding village public information services. As for identifying the problem, how is the implementation of the Village Government's role in implementing public information disclosure as a form of good Village Governance in Sumur Bandung Village based on Information Commission Regulation Number 1 of 2018 Concerning Village Public Information Service Standards? and, What are the opportunities and challenges for the Village Government to carry out the role of the Village Government in implementing public information disclosure as a form of good Village Governance in Sumur Bandung Village based on Information Commission Regulation Number 1 of 2018 concerning Village Public Information Service Standards?. The theory used is the theory of authority and welfare theory. The method used in this research is empirical juridical with data analysis through a qualitative approach using primary data in the form of interviews with Village Documentation and Information Management Officers and secondary data. The research results obtained were that the implementation of the role of the Sumur Bandung Village Government in implementing public information disclosure as a form of good village governance was not carried out optimally. This is because the indicators that are required in the regulations are not fulfilled, because of the twenty-five information indicators that are required in the regulations, only twelve information indicators are available. The village government's efforts to address the opportunities and challenges of village public information disclosure are not optimal, because the allocation of village funds does not focus on deepening village public information disclosure. In conclusion, the implementation of the role of the Sumur Bandung Village Government in disclosing village public information which is a source of attribution authority has not been fully implemented, the government's efforts to improve community welfare are carried out by managing funds and responding positively to community enthusiasm. Village government challenges in implementing village public information disclosure include the unavailability of facilities and infrastructure, suboptimal program implementation and lack of understanding by village officials regarding village public information disclosure. It is suggested that the Sumur Bandung Village Government should focus more on implementing the provision of facilities and infrastructure for village public information services in the implementation of village public information services which are in the public interest.
