Abstract
Public services are the most visible measure of government performance. The public can directly assess the government's performance based on the quality of public services received. To improve these public services, the Supreme Court launched a one day publish system which was stipulated through the Decree of the Chief Justice of the Supreme Court No.1-144 of 2011 concerning guidelines for information service in the Court. Through the one day publish program, within 1x24 hours, the Supreme Court must announce the decision of a case that has been decided on the official website of the Supreme Court. As for the identification of the problem, how is the implementation of the one day publishing system as a service announcement to the public based on the Decree of the Chief Justice of the Supreme Court Number 1-144 of 2011 concerning Guidelines for Information Services at the Serang District Court Class IA? Then, what are the obstacles faced by the Serang District Court Class IA in running the one day publishing system as a service announcement to the public? The theory used is the theory of authority and the theory of public service. The method used in this study is descriptive analysis, the data analysis used is a qualitative approach to primary data and secondary data. The descriptive includes the content and structure of positive law, which is an activity carried out by the author to determine the content or meaning of the legal rules used reference in solving legal problems that are the object of study. The results of the research obtained are the realization of the implementation of the one day publish system based on the Decree of the Chief Justice of the Supreme Court No.1-144 of 2011 concerning guidelines for information services at the Serang District Court Class IA. In conclusion, the Serang District Court Class IA has implemented a one-day publishing system as mandated by the Supreme Court, although there are still obstacles to be faced. Suggestion, for the Government to pay more attention to the budget for the Supreme Court. Serang District Court Class IA is expected to be able to evaluate the one day publish system so that it is more optimal, and carry out socialization to the public

| Additional Information: | Pelayanan publik menjadi suatu tolak ukur kinerja pemerintah yang paling kasat mata. Masyarakat dapat langsung menilai kinerja pemerintah berdasarkan kualitas layanan publik yang diterima. Untuk meningkatkan pelayanan publik tersebut, Mahkamah Agung meluncurkan sistem one day publish yang ditetapkan melalui Surat Keputusan Ketua Mahkamah Agung No.1-144 Tahun 2011 tentang pedoman pelayann informasi di Pengadilan. Melalui program one day publish dalam tempo 1x24 jam Mahkamah Agung harus mengumumkan amar putusan suatu perkara yang telah putus di situs resmi Mahkamah Agung. Adapun identifikasi masalahnya, bagaimana implementasi sistem one day publish sebagai maklumat pelayanan kepada publik berdasarkan Surat Keputusan Ketua Mahkamah Agung Nomor 1-144 Tahun 2011 tentang Pedoman Pelayanan Informasi di Pengadilan Negeri Serang Kelas IA? Kemudian, kendala apa saja yang dihadapi Pengadilan Negeri Serang Kelas IA dalam menjalankan sistem one day publish sebagai maklumat pelayanan kepada publik? Teori yang digunakan yaitu, teori kewenangan dan teori pelayanan publik. Metode yang digunakan dalam penelitian ini bersifat deskriptif analisis, analisis data yang dipergunakan adalah pendekatan kualitatif terhadap data primer dan data sekunder.deskriptif tersebut , meliputi isi dan struktur hukum positif, yaitu suatu kegiatan yang dilakukan oleh penulis untuk menentukan isi atau makna aturan hukum yang dijadikan rujukan dalam menyelesaikan permasalahan hukum yang menjadi objek kajian. Hasil penelitian yang didapat adalah realisasi dari implementasi sistem one day publish berdasarkan Surat Keputusan Ketua Mahkamah Agung No.1-144 Tahun 2011 tentang pedoman pelayanan informasi di Pengadilan Negeri Serang Kelas IA. Kesimpulannya, Pengadilan Negeri Serang Kelas IA telah menjalankan sistem one day publish sesuai yang diamanatkan oleh mahkamah Agung meskipun masih ada kendala-kendala yang dihadapi. Saran, untuk Pemerintah lebih memperhatikan anggaran untuk Mahkamah Agung. Pengadilan Negeri Serang Kelas IA diharapkan dapat mengevaluasi sistem one day publish agar lebih optimal, dan melakukan sosialisasi kepada masyarakat. | |||||||||
