Abstract
ABSTRACT In Article 12 letter (b) of the Regent's Regulation Number 10 of 2017 concerning the Village Consultative Body, it explains the functions of the Village Consultative Body, one of which is to accommodate and channel the aspirations of the village community. The Village Consultative Body has an important role, because it is a forum to accommodate and channel the aspirations of the community so that it can be said that the success of the village can be seen from how effective the BPD's role is in carrying out its functions. As for the identification of the problem, how is the function of the BPD in Sarageni Village, Lebak Regency in accommodating and channeling the aspirations of the people of the Sarageni village?, then how are the efforts made by the BPD in improving the function of democracy in absorbing people's aspirations?. The theory used is the Theory of Authority and Democracy. The research method is empirical juridical. The research specification is descriptive analysis. The data source is primary data which is supported by secondary data. Data collection techniques are interviews and documents related to research. Data were obtained and analyzed descriptively with a qualitative approach method. The results of research regarding the function of the BPD in accommodating and channeling community aspirations based on Lebak Regent Regulation Article 12 Number 10 of 2017 concerning BPD, are indeed not fully in accordance with the authority of the BPD, but there have been several aspirations that have been channeled based on BPD proposals to the Village Government through Musdes. The BPD's efforts to accommodate and channel the aspirations of the village community have not been fully implemented, this can be proven by the incompatibility of the mechanism carried out by the BPD.. The conclusion is that the implementation of these functions is regular in the Regent's Regulation Number 10 of 2017 concerning the Village Consultative Body. In this case, what happened in Sarageni Village, Lebak Regency, where the function of the BPD as a facilitator in accommodating and channeling aspirations had not been going well. The suggestion is to further increase the awareness of BPD members to communicate frequently between members and with the community, the Village Government must also increase cooperation with BPD and the Village Government can assist with supporting infrastructure for BPD. | Additional Information: | ABSTRAK Dalam Pasal 12 huruf (b) Peraturan Bupati Nomor 10 Tahun 2017 tentang Badan permusyawaratan Desa menjelaskan tentang fungsi dari Badan Permusyawaratan Desa salah satunya berfungsi menampung dan menyalurkan aspirasi masyarakat desa. Badan Permusyawaratan Desa memilki peran penting, karena merupakan wadah menampung serta menyalurkan aspirasi masyarakat sehingga dapat dikatakan bahwa keberhasilan desa dapat dilihat dari seberapa efektifnya peran serta BPD dalam menjalankan fungsinya. Adapun identifikasi masalahnya, Bagaimana fungsi BPD Di Desa Sarageni Kabupaten Lebak dalam menampung dan menyalurkan aspirasi masyarakat desa Sarageni?, kemudian Bagaimana upaya yang di lakukan oleh BPD dalam meningkatkan fungsi demokrasi dalam menyerap aspirasi masyarakat?. Teori yang digunakan yaitu Teori Kewenangan dan Demokrasi. Metode penelitian yaitu yuridis empiris. Spesifikasi penelitian yaitu deskriptif analisis. Sumber data yaitu data primer yang ditunjang oleh data skunder. Teknik pengumpulan data yaitu wawancara dan dokumen yang terkait dengan penelitian. Data di peroleh dan dianalisis secara deskriptif dengan metode pendekatan kualitatif. Hasil penelitian mengenai fungsi BPD dalam menampung dan menyalurkan aspirasi masyarakat berdasarkan Peraturan Bupati Lebak Pasal 12 Nomor 10 Tahun 2017 tentang BPD, memang belum sepenuhnya sesuai dengan kewenangan BPD, tetapi sudah ada beberapa aspirasi yang telah tersalurkan berdasarkan usulan BPD kepada Pemerintah Desa melalui Musdes. Upaya BPD dalam menampung dan penyaluran aspirasi masyarakat desa belum sepenuhnya terlaksana, hal ini dapat dibuktikan dengan masih tidak sesuainya mekanisme yang dilakukan oleh BPD. Kesimpulannya adalah pelaksanaan fungsi tersebut teratur di Peraturan Bupati Nomor 10 Tahun 2017 Tentang Badan Permusyawaratan Desa. Dalam hal ini yang terjadi di Desa Sarageni Kabupaten Lebak dimana fungsi BPD sebagai fasilitator dalam menampung dan menyalurkan aspirasi belum berjalan baik. Sarannya adalah lebih ditingkatkan lagi kesadaran anggota BPD untuk sering berkomunikasi antar anggota maupun dengan masyarakat,Pemerintahan Desa juga harus meningkatkan kerjasama dengan BPD serta Pemerintah Desa dapat membantu sarana prasarana penunjang bagi BPD.
