Abstract

This research is conducted based on high poverty level in Tangerang which makes lower class society cannot afford a proper housing. Hence, the Tangerang City Government provides a social aid to help the lowerclass community build a proper housing through Uninhabitable House Construction/Rehabilitation Program (PRRTLH). This research purposes to determine the accomplishments and to evaluate the PR-RTLH program in Tangerang in 2017-2019. This study uses a program evaluation theory and its indicator according to William N. Dunn which contains six evaluation indicators, which are: Effectiveness, Efficiency, Adequacy, Alignment, Responsiveness, and Accuracy. This research also applies descriptive research method and qualitative approach with 13 informants who are beneficiaries, BKM, districts employees, and the representative of Tangerang Housing and Residence Affairs Division of Tangerang City who have been selected through purposive sampling technique. The researcher uses observation, interview, and library research methods in data collection process and triangulation technique to examine the validity of data analysis. The result of this research shows that the PR-RTLH implementation is considered effective, precisely and efficiently accomplished. However, its enforcement has not been equally distributed to the poor society and not sufficient based on the funds used by the Tangerang Regional Government. Hence, it can be summarized that this program is sufficiently succeeded due to its objectives that the government is willing to achieve.

Additional Information:	Penelitian ini dilatarbelakangi oleh masih tingginya angka kemiskinan di Kota Tangerang yang mengakibatkan banyaknya masyarakat yang tidak mempunyai rumah layak huni. Untuk itu, Pemerintah Kota Tangerang mengadakan program Pembangunan/Rehabilitasi Rumah Tidak Layak Huni. Tujuan dari penelitian ini ialah untuk mengetahui tingkat keberhasilan dan mengevaluasi PR-RTLH di Kota Tangerang tahun 2017-2019. Penelitian ini menggunakan teori indikator evaluasi kebijakan menurut William N. Dunn yang terdiri dari Efektivitas, Efisiensi, Kecukupan, Perataan, Responsivitas, dan Ketepatan dengan pendekatan kualitatif. Penelitian ini menerapkan metode deskriptif dengan pendekatan kualitatif yang melibatkan 13 informan yang terdiri dari penerima bantuan, BKM, pihak Kelurahan, serta perwakilan Disperkim Kota Tangerang yang dipilih menggunakan teknik purposive sampling. Teknik pengumpulan data pada penelitian ini dilakukan melalui wawancara, observasi dan studi literatur. Hasil penelitian ini menunjukkan bahwa Program PR-RTLH dijalankan secara efektif, tepat dan cukup efisien. Namun pelaksanaan program tersebut belum merata dan cukup berdasarkan besaran dana yang dialokasikan Pemerintah Kota Tangerang. Sedangkan untuk responsivitas stakeholder sudah dapat dikatakan baik. Sehingga dapat disimpulkan bahwa program ini cukup berhasil dan sesuai dengan tujuan yang ingin dicapai.
