Abstract
ABSTRACK In order to develop the South Banten area like Tanjung Lesung Special Economic Zone (SEZ), Serang-Panimbang Toll Road construction project was initiated. The limitations of the State Budget greatly affect the sustainability of the infrastructure project, so Public Private Partnership (PPP) is used. The purpose of this research is to determine which form or scheme of Public Private Partnership (PPP) that applied to the Serang-Panimbang Toll Road Project Section 2 and to find out the expectations of each party, namely the government and business entities related to Public Private Partnership (PPP) cooperation. The method used to find out the form or scheme and the expectations of each part, the government and business entities related to Public Private Partnership (PPP) is to use qualitative methods such as interviews, literature studies and observations which will then be validated by experts. Based on the results, it is known that the form that used in Serang-Panimbang Toll Road Project is Build, Operate, Transfer (BOT) form and this project is “Solicited” form of Public Private Partnership (PPP) which means the government offers the Serang-Panimbang Toll Road project to business entities, which is WIKA Serang�Panimbang company. The government's expecting that the toll road project is done in order to develop the South Banten area without worrying about the State Revenue and Expenditure Budget. For business entities, the expected result is the development of infrastructure and investment for companies.

| Additional Information: | ABSTRAK Dalam rangka mengembangkan daerah Banten Selatan seperti Kawasan Ekonomi Khusus (KEK) Tanjung Lesung dimulailah proyek pembangunan Jalan Tol Serang�Panimbang. Keterbatasan APBN sangat mempengaruhi keberlangsungan proyek infrastruktur tersebut, sehingga digunakan kerjasama Public Private Partnership (PPP) atau Kerjasama Pemerintah dan Badan Usaha (KPBU). Tujuan dari penelitian ini adalah untuk mengetahui bentuk atau skema Public Private Partnership (PPP) yang diterapkan pada Proyek Pembangunan Jalan Tol Serang-Panimbang Seksi 2 serta mengetahui harapan dari masing-masing pihak yaitu pemerintah dan badan usaha terkait kerjasama Public Private Partnership (PPP). Pengambilan data yang dibutuhkan untuk mengetaui bentuk atau skema serta mengetahui harapan dari masing-masing pihak yaitu pemerintah dan badan usaha terkait kerjasama Public Private Partnership (PPP) adalah dengan menggunakan metode kualitatif seperti wawancara, studi pustaka dan observasi yang kemudian akan divalidasi oleh ahli. Berdasarkan hasil penelitian, bentuk skema yang digunakan pada Proyek Jalan Tol Serang-Panimbang Seksi 2 adalah skema Build, Operate, Transfer (BOT) dan berbentuk Solicited dimana pemerintah menawarkan proyek Jalan Tol Serang�Panimbang ini kepada badan usaha yaitu dalam proyek ini WIKA Serang�Panimbang. Harapan dari pemerintah adalah terlaksananya proyek jalan tol demi mengembangkan daerah Banten Selatan tanpa mengkhawatirkan Anggaran Pendapatan dan Belanja Negara (APBN). Bagi badan usaha hasil yang diharapkan adalah berkembangnya infrastruktur serta investasi bagi perusahaan. | |||||||||
