Abstract
ABSTRACT Mayang Mulyasari. NIM. 6661170147. Thesis. Fixed Asset Management at the Lebak District Transportation Service. First Supervisor: Hj. Rahmawati, M.Si and Second Supervisor: Dr. Ayuning Budiati, MPPM. This reasearch focus is about how the process of assets management is still running in Departement of transportation of Lebak Regency. Has the management process gone well according to the mechanism or has appropriate based on the rule that has been established. The problem in this research for all this time is the rule of inventerized management of goods held based on the rule that has been determined by Lebak Regency Number 7 year 2018, and also the rule of domestic affair minister Number 47 year 2021. This research is to gain information of how the assets management in the Departement of Transportation of Lebak Regency is running. This research is a descriptive qualitative research. This primer data collection technique , with observation, interview and documentation, while the secondary data collection technique and the source of other secondary data source of data. The researcher uses the theory assets management model of Doli D. Siregar with the assets indicator of : assets inventerized; legal audit; assets value, assets optimized; surveilance and control. In choosing the informan, the researcher uses purposive technique. The result of the research show that the assets management is still in the Departement of Transportation of Lebak Regency is not still running well yet. Due to lots of problem that exist in the stage of assets management process as an example is the renewal of labelling/ coding of phisical assets that haven't been changed yet, the missing and the broken legal of vehicle assets , infrastructure of assets secure which is still lack, and the unmaximallity of optimized implementation of terminal assets. Rahmawati, M.Si, dan Pembimbing II: Dr. Ayuning Budiati, MPPM. Fokus penelitian ini adalah tentang bagaimana proses manajemen aset tetap yang berjalan di Dinas Perhubungan Kabupaten Lebak. Apakah proses manajemennya telah berjalan sesuai dengan mekanisme atau sudah selaras berdasarkan peraturan yang telah ditetapkan. Permasalahan pada penelitian yakni. Selama ini peraturan pengelolaan inventarisasi barang dilaksanakan atas dasar ketentuan Peraturan Bupati Lebak Nomor 7 Tahun 2018, dan juga Peraturan Menteri Dalam Negeri Nomor 47 Tahun 2021. Penelitian ini bertujuan untuk mengetahui bagaimana Manajemen Aset Tetap Pada Dinas Perhubungan Kabupaten Lebak berjalan. Penelitian ini bersifat kualitatif deskriptif. Teknik pengumpulan data primer dengan observasi, wawancara dan dokumentasi, sedangkan teknik pengumpulan data sekunder dengan dokumen-dokumen dan sumber data sekunder lainnya. Peneliti menggunakan teori model Manajemen Aset Doli D. Siregar dengan indikator aset yaitu: Inventarisasi Aset; Legal Audit: Penilaian Aset, Optimalisasi Aset dan Pengawasan dan Pengendalian. Dalam pemilihan informan peneliti menggunakan teknik purposive. Hasil penelitian menunjukkan bahwa Manajemen Aset Tetap Pada Dinas Perhubungan Kabupaten Lebak masih belum berjalan dengan baik. Hal tersebut disebabkan oleh banyaknya permasalahan yang terjadi dalam tahapan proses manajemen aset seperti belum diperbaharuinya labelling/pengodean fisik aset, hilang dan rusaknya legalitas aset kendaraan dan belum maksimalnya pelaksanaan optimaliasi aset terminal.
