Abstract
ABSTRACT Sofiatul Fitri. NIM 6661160078. Thesis. Implementation of DKI Jakarta Governor Regulation Number 88 of 2019 Concerning Traffic Restrictions with the Odd-Even System in DKI Jakarta Province. Advisor I: Yeni Widyastuti., M.Si and Advisor II: Maulana Yusuf., M.Si Actually, DKI Jakarta is an autonomous region in the form of a province, but because the scope of the area is not too wide, Jakarta can be called a big city. The difference in the population of DKI Jakarta during the day and at night can be different due to the large number of migrations of residents from surrounding cities such as Bogor, Depok, Tangerang and Bekasi (BODETABEK). The population density that occurs cannot be separated from congestion, congestion is caused by the high level of activity that occurs in the capital city. The Provincial Government of DKI Jakarta continues to try to unravel congestion through Governor Regulations, one of which is Governor Regulation Number 88 of 2019 concerning Traffic Restrictions with an Odd-Even System. For this reason, the purpose of this study is to find out how the Policy Implementation of DKI Jakarta Governor Regulation Number 88 of 2019 concerning Traffic Restrictions with the Odd-Even System in DKI Jakarta Province. Where researchers will assess how the process of implementing the odd-even policy on 26 roads in DKI Jakarta Province is based on the concept of policy implementation with the data collection techniques used are by observing, interviewing, literature studies and documentation. Then the result is that there are still traffic jams on several lanes that apply an odd-even policy, there are still people inside and outside DKI Jakarta who violate the rules, new traffic jams occur on alternative route sections. Pembimbing I: Yeni Widyastuti., M.Si dan Pembimbing II: Maulana Yusuf., M.Si Sejatinya DKI Jakarta merupakan daerah otonomi berbentuk Provinsi, akan tetapi karena lingkup wilayahnya yang tidak terlalu luas maka Jakarta bisa disebut sebuah Kota Besar. Perbedaan penduduk DKI Jakarta pada siang dan malam hari dapat berbeda karena banyaknya migrasi penduduk dari kota-kota sekitarnya di seperti Bogor, Depok, Tangerang, dan Bekasi (BODETABEK). Kepadatan penduduk yang terjadi tidak lepas dari kemacetan, kemacetan diakibatkan dari tingginya tingkat aktifitas yang terjadi di IbuKota. Pemerintah Provinsi DKI Jakarta terus berusaha untuk mengurai kemacetan melalu Peraturan Gubernur, salah satunya Peraturan Gubernur Nomor 88 Tahun 2019 tentang Pembatasan Lalu Lintas dengan Sistem Ganjil Genap. Untuk itu, tujuan penelitian ini adalah untuk mengetahui bagaimana Implementasi Kebijakan Peraturan Gubernur DKI Jakarta Nomor 88 Tahun 2019 Tentang Pembatasan Lalu Lintas Dengan Sistem Ganjil Genap Di Provinsi DKI Jakarta. Dimana peneliti akan menilai bagaimana proses pemberlakuan kebijakan ganjil genap di 26 ruas jalan di Provinsi DKI Jakarta berdasarkan konsep implementasi kebijakan dengan teknik pengumpulan data yang digunakan adalah dengan melakukan observasi, wawancara, studi kepustakaan dan dokumentasi. Kemudian hasilnya yakni masih terjadinya kemacetan di beberapa ruas jalur yang menerapkan kebijakan ganjil genap, masih terdapat masyarakat dalam maupun luar DKI Jakarta yang melanggar aturan, timbulnya kemacetan baru pada ruas jalur alternatif.
