Abstract

This study describe and explain how the management of Ciruas City Park as a Green Open Space in Serang District. The focus of this research is to look at the management of the Ciruas City Park carried out by the Serang District Environment Service as the OPD mandated to manage the green area. The research problems of this thesis are that the aesthetic function of Ciruas City Park is not optimal, the lack of supervision is carried out and the SOP is not running optimally so that this problem becomes the main problem in optimizing the management of green open spaces in Serang Regency. In this research, the theory used by researchers is management function theory which consists of Planning, Organizing, Actuating, and Controlling or known as POAC from George R Terry. Data collection techniques were carried out through observation, interviews, and documentation. The results of this study indicate that the management of Ciruas City Park is not optimal, because it is caused by several factors from management functions that have not been fulfilled such as regulations regarding the management of green open space that do not yet exist, officers who are not optimal in carrying out their work, implementation of management of Ciruas City Park which is still lacking and visitors who still lack awareness in maintaining facilities in the Green Open Space of Ciruas City Park.

Additional Information:	Penelitian ini bertujuan untuk menggambarkan dan menjelaskan bagaimana pengelolaan Taman Kota Ciruas sebagai Ruang Terbuka Hijau (RTH) di Kabupaten Serang. Fokus penelitian ini adalah untuk melihat pengelolaan Taman Kota Ciuas yang dilakukan oleh Dinas Lingkungan Hidup Kabupaten Serang sebagai OPD yang diamanatkan untuk mengelola kawasan hijau tersebut. Adapun permasalahan penelitian dari skripsi ini yakni kurang optimalnya fungsi estetika yang dimiliki Taman Kota Ciruas, minimnya pengawasan yang dilakukan serta belum berjalan optimalnya SOP sehingga permasalahan ini menjadi permasalahan utama dalam pengoptimalisasian pengelolaan Ruang Terbuka Hijau di Kabupaten Serang. Dalam penelitian ini teori yang digunakan oleh peneliti yakni menggunakan teori fungsi manajemen yang terdiri dari Planning, Organizing, Actuating, dan Controlling atau dikenal dengan POAC dari George R Terry. Teknik pengumpulan data dilakukan melalui metode observasi, wawancara, dan dokumentasi. Hasil penelitian ini menunjukkan bahwa dalam pengelolaan Taman Kota Ciruas belum optimal, karena disebabkan oleh beberapa faktor dari fungsi manajemen yang belum terpenuhi seperti peraturan tentang pengelolaan RTH yang belum ada, petugas yang tidak maksimal dalam melaksanakan tugasnya, pelaksanaan pengelolaan Taman Kota Ciruas yang masih kurang serta pengunjung yang masih minim kesadaran dalam menjaga fasilitas di Ruang Terbuka Hijau Taman Kota Ciruas.
