Abstract

The Regional Secretariat has a strategic role in running the organization of a government as an institution of the State Civil Apparatus, both in the provincial, district or city government. Their duties and functions are not only as staff members who assist and are responsible to the governor or mayor/regent but as a manager in managing each regional policy. Identification of the problem, namely, What is the role of the Regional Secretary in government administration service policies based on Banten Governor Regulation Number 83 of 2016?, and How is the effectiveness of government administration service policies related to Banten Governor Regulation Number 83 of 2016?. The theory used is the theory of authority and good governance theory. The research method used is a normative juridical approach. The results of this study state that the Regional Secretary in carrying out his duties is assisted by the Regional Assistant, in terms of Government Administration the Regional Secretary works across fields related to several other bureaus. some factors that influence the effectiveness of government administration service policies at the Regional Secretariat of Banten Province, namely the existence of Human Resources (HR), budget, facilities and infrastructure, as determinants of the successful implementation of tasks and the role of the Regional Secretariat in facing the dynamics of strategic environmental change. So service management requires a focus on how to create a quality government to create community welfare which includes every aspect of relations with the public. The Regional Secretary in carrying out government administration services seen from a functional aspect cannot be said to have optimized good service. The Regional Secretariat is expected to be able to provide good service in carrying out government administration services based on the Law on Government Administration and not setting aside interests other than other interests. The Regional Secretariat is expected to be able to better carry out the tasks of the institution and work unit to facilitate the work of the Regional Secretariat in dealing with the dynamics of changes in the strategic environment. Additional Information:	Sekretasis Daerah mempunyai peran strategis dalam menjalankan roda organisasi suatu pemerintahan sebagai lembaga Aparatur Sipil Negara, baik pada pemerintahan daerah provinsi, kabupaten atau kota. Tugas dan fungsinya tidak hanya sebagai unsur staf yang membantu dan bertanggungjawab kepada Gubernur atau walikota/bupati, melainkan sebagai manajer dalam mengelola setiap kebijakan daerahnya. Identifikasi masalah yaitu, Bagaimana Peran Sekretaris Daerah dalam kebijakan pelayanan administrasi pemerintahan berdasarkan Peraturan Gubernur Banten Nomor 83 Tahun 2016?, dan Bagaimana efektivitas kebijakan pelayanan administrasi pemerintahan dihubungkan dengan Peraturan Gubernur Banten Nomor 83 Tahun 2016?. Teori yang digunakan yaitu teori kewenangan dan teori pemerintahan yang baik (Good Governance). Metode penelitian yang digunakan yaitu metode pendekatan yuridis normative. Hasil penelitian ini menyatakan bahwa Sekretaris Daerah dalam melaksanakan tugasnya dibantu oleh Asisten Daerah, secara Administrasi Pemerintahan Sekretaris Daerah pekerjaannya lintas bidang terkait dengan beberapa biro lainnya. Terdapat faktor yang mempengaruhi efektivitas kebijakan pelayanan administrasi pemerintahan di Sekretariat Daerah Provinsi Banten, yaitu keberadaan Sumber Daya Manusia (SDM), anggaran, sarana dan prasarana, sebagai penentu keberhasilan pelaksanaan tugas-tugas dan peran Sekretariat Daerah dalam menghadapi dinamika perubahan lingkungan strategis. Sehingga manajemen pelayanan yang efektif memerlukan fokus dari bagaimana caranya untuk menciptakan pemerintahan yang berkualitas demi menciptakan kesejahteraan masyarakat yang meliputi setiap aspek hubungan dengan publik. Sekretaris Daerah dalam menyelenggarakan pelayanan adminsitrasi pemerintahan dilihat dari aspek fungsional belum bisa dikatakan sudah mengoptimalkan pelayanan yang baik. Sekretariat Daerah diharapkan dapat memberikan pelayanan yang baik dalam menyelenggarakan pelayanan administrasi pemerintahan berdasarkan Undang�undang Administrasi Pemerintahan dan tidak mengesampingkan kepentingan di luar kepentingan lain. Sekretariat Daerah diharapkan dapat melaksanakan tugas�tugas lembaga dan unit kerja secara lebih baik guna mempermudah kerja Sekretris Daerah dalam menghadapi dinamika perubahan lingkungan strategis.
