Abstract

Affirmative action is an issue that is always in debate in the public domain. Affirmative action policy is understood as an attempt to balance the opportunity for community groups who have an ongoing diskiriminasi form of institutionalized and lack of equal opportunity. Affirmative action arise when organizations identify problems, set goals and take positive steps to ensure equality of opportunity to work the same for people who are considered a minority group against the Mainstream. Affirmative action focuses on the recruitment, training and promotion for those who are not represented in an organization with respect to their existence as a minority and limited access. Affirmative action policy for transgender persons in Human Resource Management, especially the public sector to work in state government was a necessity to carry out the policy as a form of respect for human rights. For the writer, affirmative action policies are most appropriate Equal Opportunity Employee. Because the policy is to avoid social conflict and jealousy from other groups. But according to the authors, the proposed solution is far from in-depth analysis. Therefore, further research is needed, where is the alternative affirmative action policies for transgender persons suitable to be applied.
