Abstract
Penelitian ini bertujuan untuk mengetahui dan menganalisis implementasi program Pengurangan dan Penghapusan Merkuri pada sektor Pertambangan Emas Skala Kecil (PESK) di Kabupaten Lebak, dengan menggunakan model implementasi menurut George Edwards III dalam Leo Agustino (2008: 150) terdapat empat variabel yang menentukan keberhasilan pelaksanaan kebijakan, yaitu, komunikasi, sumber daya, disposisi (sikap) dan struktur birokrasi. Metode penelitian menggunakan deskriptif kualitatif. Hasil penelitian menunjukkan bahwa pelaksanaan program pengurangan dan penghapusan merkuri pada sektor pertambangan emas skala kecil di Kabupaten Lebak masih belum optimal. Ada beberapa kendala, yaitu kurangnya kesadaran masyarakat pertambangan emas skala kecil terhadap dampak bahaya merkuri bagi kesehatan manusia dan mencemari lingkungan hidup, keterbatasan anggaran program, tidak adanya monitoring dari Dinas Lingkungan Hidup Kabupaten Lebak setelah kegiatan sosialisasi dilakukan, kurangnya kuantitas sumber daya manusia Dinas Lingkungan Hidup Kabupaten Lebak terutama yang bertugas kelapangan, belum optimalnya pengalihan mata pencaharian masyarakat pertambangan emas skala kecil oleh Pemerintah Kabupaten Lebak, lemahnya penegakan hukum yang dilakukan oleh Polres Lebak dalam menangani penambangan emas ilegal di Kabupaten Lebak.

| Additional Information: | This study aims to determine and analyze the implementation of the Mercury Reduction and Elimination program in the Small-Scale Gold Mining sector in Lebak Regency, using an implementation model according to George Edwards III in Leo Agustino (2008: 150) there are four variables that determine the success of policy implementation, namely, communication, resources, disposition (attitude) and bureaucratic structure. The research method uses qualitative description. The results showed that the implementation of mercury reduction and elimination programs in the small-scale gold mining sector in Lebak Regency was still not optimal. There are several obstacles, namely the lack of awareness of the smallscale gold mining community on the harmful effects of mercury on human health and polluting the environment, limited program budgets, the absence of monitoring from the Lebak Regency Environmental Office after socialization activities are carried out, the lack of quantity of human resources of the Lebak Regency Environmental Office, especially those in charge of fielding, not an optimal transfer of livelihoods of mining community s small-scale gold by the Lebak Regency Government, weak law enforcement carried out by the Lebak Regional Police in dealing with illegal gold mining in Lebak Regency. | |||||||||
