Abstract
Education is one of the national development agendas to educate the nation's life and improve the quality of human resources. Education in Indonesia is currently facing the problem of a high dropout rate, according to data released by databoks.kadata (2022) a source from the Ministry of Education and Culture regarding the dropout rate in Indonesia in 2016-2021 as many as 75,303 people. The 1945 Constitution mandates that fulfilling the right to education is the responsibility of the state. that is, normatively the state is the party responsible for fulfilling the educational rights of its citizens. Therefore, the government issued a policy, one of which is the Program Indonesia Pintar (PIP). In its implementation, there are problems with implementing PIP to achieve its goals. This research is a qualitative research with a descriptive study method with data collection through observation, interviews and documentation. The purpose of this research is to find out how the implementation of PIP Education Sosial Assistance in SMP Negeri 1 Kresek. The results of the research on the implementation of PIP at SMP Negeri 1 Kresek, namely the policy standard for implementing PIP at SMP Negeri 1 Kresek is Regulation of the Secretary General of the Ministry of Research and Technology Number 20 of 2021. The resources used include human resources, budget, and time. The characteristics of the implementing organization in the implementation of PIP at SMP Negeri 1 Kresek are fragmentation or division of responsibilities between the parties involved in the implementation. Communication between implementing organizations and resources is interrelated and influences policy implementation. The disposition/attitude of the executor in this case accepts and responds well to the policies set. Social and economic conditions also support and have a positive impact on the implementation of PIP at SMP Negeri 1 Kresek. UUD 1945 mengamanatkan bahwa pemenuhan hak pendidikan merupakan tanggung jawab negara. artinya, secara normatif negara menjadi pihak yang bertanggung jawab atas pemenuhan hak pendidikan warga negaranya. Oleh karena itu, pemerintah mengeluarkan kebijakan salah satunya adalah Program Indonesia Pintar (PIP). Dalam implementasinya, terdapat permasalahan penerapan PIP untuk dapat mencapai tujuannya. Penelitian ini merupakan penelitian kualitatif dengan metode studi deskriptif dengan pengumpulan data melalui observasi, wawancara dan dokumentasi. Tujuan dari penelitian ini untuk mengetahui bagaimana Implementasi Bantuan Sosial Pendidikan PIP di SMP Negeri 1 Kresek. Hasil Penelitian pada implementasi PIP di SMP Negeri 1 Kresek yaitu standar kebijakan dalam implementasi PIP di SMP Negeri 1 Kresek adalah Peraturan Sekretaris Jenderal Kemendikbud Nomor 20 Tahun 2021. Sumber daya yang digunakan diantaranya sumber daya manusia, anggaran, dan waktu. Karakteristik organisasi pelaksana dalam implementasi PIP di SMP Negeri 1 Kresek terdapat fragmentasi atau pembagian tanggung jawab di antara pihak-pihak yang terlibat dalam implementasi. Komunikasi antar organisasi pelaksana dan sumber daya merupakan hal yang saling berkaitan dan mempengaruhi implementasi kebijakan. Disposisi/sikap pelaksana dalam hal ini menerima dan memberikan respon baik atas kebijakan yang ditetapkan. Kondisi sosial, ekonomi dan turut mendukung dan memberikan dampak positif dalam implementasi PIP di SMP Negeri 1 Kresek.
