Abstract

Fort Speelwijk is a cultural heritage site in Banten Province. Precisely in Banten Lama Serang Banten. Fort Speelwijk also developed and maintained its cultural values through the community and the government. In addition to being a tourist spot, Speelwijk Fort is a cultural heritage in the province of Banten. Which is stated in Law Number 10 of 2011 concerning Cultural Conservation. This is where Speelwijk Fort is a cultural heritage object that still exists and is always preserved by the surrounding community and the government. In this case, the author is interested in research: How is the authority of the Serang City Government in the Management of Speelwijk Fort as a Tourism Destination for Old Banten? What are the obstacles of the Serang City Government in Managing Speelwijk Fort as an Old Banten Tourism Destination? The theory used in this research is Authority Theory and Tourism Theory. The research method used in this research is a normative juridical method and the research specification used is descriptive-analytical research. Sources of data used are secondary data sources. Data collection techniques using library studies. The data obtained were analyzed descriptively qualitatively. The results of the research regarding the Management Authority of Speelwijk Fort as an Old Banten Tourism Destination already exist in the Banten Province Regional Regulation and have been explained in the Collective Agreement carried out by the Banten Provincial Government, Serang City Government, and Serang Regency Government. In the future, the Regional Government of Banten Province should have 14 scopes in the collective agreement. These are income and asset affairs, management of cultural heritage areas, tourism and creative economy, education, culture and research, infrastructure, investment, trade, cooperatives and MSMEs, and public order. In the agreement, the Banten Provincial Government as the first party has the authority to manage several areas including the Speelwijk Fort area. The conclusion in the management of Speelwijk Fort, the Banten Provincial Government does it in the Tourism Attraction Development Strategy and the course of the authority is stated in the form of a mutual agreement between the Banten Provincial Government, Serang City Government, and Serang Regency Government. Suggestions from the Banten Provincial Government There should be clarity in the authority to manage Banten Lama and be more open to budget expenditures provided by the government.

Selain menjadi tempat wisata, Benteng Speelwijk ini menjadi cagar budaya di provinsi banten ini. Yang mana disebutkan pada Undang-Undang Nomor 10 Tahun 2011 Tentang Cagar Budaya. Yang dimana Benteng Speelwijk ini benda warisan budaya yang masih ada dan masih selalu dilestarikan oleh masyarakat sekitar dan pemerintah. Dalam hal ini penulis tertarik meneliti tentang: Bagaimana Kewenangan Pemerintah Daerah Kota Serang Dalam Pengelolaan Benteng Speelwijk Sebagai Destinasi Wisata Banten Lama? Apa kendala Pemerintah Daerah Kota Serang Dalam Pengelolaan Benteng Speelwijk Sebagai Destinasi Wisata Banten Lama? Teori yang digunakan dalam penelitian ini adalah Teori Kewenangan dan Teori Pariwisata. Metode penelitian yang digunakan dalam penelitian ini adalah metode yuridis normative dan Spesifikasi penelitian yang digunakan adalah penelitian deskriptif analitis. Sumber data yang digunakan adalah sumber data sekunder. Teknik pengumpulan data dengan cara studi Pustaka. Data yang diperoleh dianalisis secara deskriptif kualitatif. Hasil penelitian mengenai Kewenangan Pengelolaan Benteng Speelwijk Sebagai Destinasi Wisata Banten Lama sudah ada di Peraturan Daerah Provinsi Banten dan sudah perjelaskan dalam Kesepakatan Bersama yang dilakukan oleh Pemerintah Provinsi Banten, Pemerintah Kota Serang, dan Pemerintah Kabupaten Serang isi Kesepakatan Bersama tersebut adalah . Pemerintah Daerah Provinsi Banten untuk kedepannya hendaknya perlu Ada 14 ruang lingkup dalam kesepakatan bersama tersebut. Yakni urusan pendapatan dan aset, pengelolaan kawasan cagar budaya, pariwisata dan ekonomi kreatif, pendidikan, kebudayaan dan riset, infrastruktur, investasi, perdagangan, koperasi dan UMKM, serta ketertiban umum. Dalam kesepakatan tersebut Pemerintah Provinsi Banten sebagai pihak pertama berwewenang untuk mengelola beberapa kawasan termasuk kawasan Benteng Speelwijk. Kesimpulan dalam pengelolaan Benteng Speelwijk, Pemerintah Provinsi Banten melakukannya dalam Strategi Pembangunan Daya Tarik Wisata dan Dalam berjalannya kewenangan dituangkan dalam bentuk kesepakatan bersama antara Pemerintah Provinsi Banten, Pemerintah Kota Serang, dan Pemerintah Kabupaten Serang. Saran Pemerintah Provinsi Banten Harus ada kejelasan dalam kewenangan pengelolaan Banten Lama dan lebih terbuka terhadap pengeluaran anggaran yang diberikan pemerintah.
