Abstract
This study aims to analyze the level of capacity of lowland rice farmers in Tangerang Regency and the determinants that can affect the capacity building of lowland rice farmers in supporting sustainable food security in Tangerang Regency. The population in this study were lowland rice farmers, namely in three Agricultural Extension Centers (BPP) which included BPP Kronjo, BPP Tegalkunir and BPP Sukatani. The research design used a qualitative and quantitative approach by involving 150 respondents representing three BPP, the data collected were primary data and secondary data. The data consists of the characteristics of the respondents; Technological innovation; outreach activities; local institutional support; Capacity; and Sustainable Food Security. Respondents were determined by proportional random sampling (proportionally random sampling) based on the research criteria. Data analysis used descriptive statistics, one way ANOVA and Structural Equation Modeling (SEM). The results showed that the capacity of lowland rice farmers was in the medium category. The elements that most influenced the capacity level were Local Institutional Support of 0.44 (65.25 percent), extension activities of 0.24 (45.55 percent) and respondent characteristics of 0.18 (30.75 percent) through the length of formal education. Non-formal education and control of farming land. Sustainable food security is influenced by technological innovation of 0.29 (47.25 percent) and farmer capacity level of 0.18 (30.75 percent). Desain penelitian menggunakan pendekatan kualitatif dan kuantitatif dengan melibatkan 150 responden yang mewakili tiga BPP, data yang dikumpulkan adalah data primer dan data sekunder. Data tersebut terdiri atas karakteristik responden; inovasi teknologi; kegiatan penyuluhan; dukungan kelembagaan lokal; kapasitas; dan ketahanan pangan berkelanjutan. Penentuan responden dilakukan secara proporsional random sampling (proportionally random sampling) berdasarkan kriteria penelitian. Analisis data menggunakan statistik deskriptif, one way ANOVA dan Struktural Equation Modeling (SEM). Hasil penelitian menunjukkan bahwa kapasitas petani padi sawah berada pada kategori sedang. Unsur yang paling besar mempengaruhi tingkat kapasitas adalah dukungan kelembagaan lokal sebesar 0,44 (65,25 persen), kegiatan penyuluhan sebesar 0.24 (45,55 persen) dan karakteristik responden sebesar 0.18 (30.75 persen) melalui lama pendidikan formal, pendidikan non formal, dan penguasaan lahan usahataninya. Ketahanan pangan berkelanjutan dipengaruhi oleh inovasi teknologi sebesar 0,29 (47,25 persen) serta tingkat kapasitas petani sebesar 0.18 (30.75 persen).
