Abstract
ABSTRACT The Walantaka Publik Health Center is one of the health service centers in Serang City, which is one of the health agencies that is being developed, various problems were found, one of which was from patients who were impatient in queuing and there were still many patients who did not comply with the health protocols that had been implemented at the Puskesmas and There is also a lack of medical personnel due to the increasing number of patients during the Covid-19 Pandemi at the Walantaka District publik health center. Therefore, this study will discuss the Effectiveness of Community Health Services at the Walantaka Health Center Based on the Regulation of the Minister of Health Number 43 of 2019? And how is the process of health services based on the provisions of the health protocol according to the Minister of Health Regulation Number 43 of 2019?. The theory used in this research is the theory of effectiveness and publik service. The research method used is juridical empirical. Specifications of descriptive analysis research that discusses the Effectiveness of Community Health Services at the Walantaka Health Center which is sourced from primary data through field research and primary legal materials, namely legislation, books, journals, and other library materials. The results of this study, that the Walantaka Publik Health Center in Serang City has the main task contained in Article 4 paragraph (1) of the Regulation of the Minister of Health Number 43 of 2019 concerning Publik Health "Puskesmas have the task of implementing health policies to achieve health development goals in their working areas". The conclusion of this research that the health service process based on the provisions of the Walantaka Health Center health protocol has not yet run optimally due to a shortage of health workers which can lead to a lack of services provided by the Publik Health Center and during the Covid-19 Pandemi, the Health Service Process must comply with the health protocol. in order to prevent the spread of Covid-19. As for the researcher's suggestion, it should be in an emergency situation like this, the Puskesmas should provide online services so that there is no buildup in the Walantaka Puskesmas area, Serang City. | Additional Information: | ABSTRAK Puskesmas Walantaka menjadi salah satu pusat pelayanan kesehatan di Kota Serang merupakan salah satu instansi kesehatan yang sedang dikembangkan, ditemukan berbagai masalah salah satunya yaitu mulai dari para pasien yang tidak sabar dalam antri dan masih banyak pasien yang tidak mematuhi protokol kesehatan yang telah diterapkan di Puskesmas dan juga masih kurangnya tenaga medis akibat bertambahnya jumlah pasien di masa Pandemi Covid-19 yang ada di pusat kesehatan masyarakat Kecamatan Walantaka tersebut. Oleh karena itu penelitian ini akan membahas tentang Bagaimana Efektivitas Pelayanan Kesehatan Masayarakat di Puskesmas Walantaka Berdasarkan Peraturan Menteri Kesehatan Nomor 43 Tahun 2019? Dan Bagaimana Proses Pelayanan Kesehatan Berdasarkan Ketentuan Protokol Kesehatan Menurut Peraturan Menteri Kesehatan Nomor 43 Tahun 2019?. Teori yang digunakan dalam penelitian ini adalah teori efektivitas dan pelayanan publik. Metode penelitian yang digunakan adalah yuridis empiris. Spesifikasi penelitian deskriptif analisis yang membahas tentang Efektivitas Pelayanan Kesehatan Masayarakat di Puskesmas Walantaka yang bersumber pada data primer melalui penelitian lapangan dan bahan hukum primer yaitu perundang-undangan, buku, jurnal, serta bahan kepustakaan lainnya. Hasil penelitian ini, bahwasannya Puskesmas Walantaka Kota Serang memiliki tugas pokok yang terdapat dalam pasal 4 ayat (1) Peraturan Menteri Kesehatan Nomor 43 Tahun 2019 tentang Kesehatan Masyarakat “Puskesmas mempunyai tugas melaksanakan kebijakan kesehatan untuk mencapai tujuan Pembangunan kesehatan di wilayah kerjanya”. Kesimpulan dari penelitian ini bahwa proses pelayanan kesehatan berdasarkan ketentuan protokol kesehatan Puskesmas Walantaka sampai saat ini belum berjalan secara optimal dikarenakan masih kekurangan tenaga kesehatan yang dapat menyebabkan kurangnya pelayanan yang diberikan oleh Pusat Kesehatan Masyarakat dan pada saat masa Pandemi Covid-19 ini Proses Pelayanan Kesehatan harus sesuai dengan protokol kesehatan yang berlaku agar dapat mencegah penyebaran Covid-19. Adapun saran peneliti seharusnya di keadaan genting seperti ini pihak Puskesmas menyediakan pelayanan secara online agar tidak terjadinya penumpukan di area Puskesmas Walantaka Kota Serang.
